MEMORANDUM FOR: HONORABLE MEMBERS OF THE BOARD OF DIRECTORS

SUBJECT: REPAIR PROJECT ON THOMPSON ROAD AND GLEN ROAD, LAFAYETTE
1. PROBLEM: On September 6, 1973, the Steinbach residence at 1067 Glen
Road was flooded. The cause was determined to be a stoppage in the main
line due to an accumulation of grease and papers.
2. BACKGROUND: Twenty years ago, the Steinbach residence was flooded
due to a stoppage in the main line, A claim for approximately $145 was
paid by the District. No backwater prevention device was installed at
that time.
Subsequently, other minor backups have occurred including flooding
of the house at 1071 Glen Road. Some corrective work has been done on
the main lines at the intersection of Glen and Thompson Roads and south
of that intersection. A backwater overflow device was installed on the
side sewer at 1067 Glen Road on September 7, 1973, by District forces.
A field investigation of the existing main lines from M26 to M16 as
shown on the attached map has been performed. The line is six inches in
diameter and a portion of it is flat. There are a few protruding side
sewers and at lease two bad joints.
3. ALTERNATIVES: (1) Perform minor corrective work at isolated locations.
(2) Install a complete parallel system.
4. RECOMMENDATION: Due to the nature of the problem, it is recommended
that a new eight inch diameter line be installed from M26 to M16. The
existing six inch line will be kept in service for bypassing and extra
capacity.

SUBJECT: Special Engineers Report - Board Meeting September 20, 1973
1. RUDGEAR ROAD, WALNUT CREEK, DISTRICT SEWERING PROJECT 2100
A. P. Pipeline Construction Company has completed the installation of
the 15-inch sewer line except for final cleanup. They have started work
on the 18-inch sewer pipe. There is approximately 3,100 feet to install.
As of September 8, he had approximately 1/2 of the 18-inch installed.
With weather permitting and no further complications, they should finish
the project by the revised completion date of November 1, 1973.
2. HACIENDA CIRCLE ORINDA DISTRICT SEWERING PROJECT'1926
Harry Cleverdon started this project on schedule. The contract
completion date was December 31, 1972. The contractor has asked for
an extension of time due to the excessive rains in 1972-73; delay in
delivering package pump station; rejection of the electrical wiring
within the package pump station by Contra Costa County Industrial
Electrical Inspection Department; Pacific -Gas and Electric late schedule
of power service to the pump station, etc. It has been the District
policy not to allow any extension of time until the project has been
completed. The pump station was finally put in operation on September
13, 1973. District personnel are now maintaining the station. The
contractor has approximately 300-feet of 8-inch line to be installed
plus final cleanup to complete the project. We expect the project to
be completed by October 15.
3. AUTHORIZE ADDITIONAL $3 500.00'FOR EMERGENCY SLIDE REPAIRS - 27-INCH
LINE E BETWEEN SOUTH LUCILLE AND BOLLINGER CANYON ROAD.
On September 14, 1973, we received informal quotations from two of six
contractors contacted for emergency repairs on Line E. McGuire and
Hester of Oakland, California, submitted a low quote of $15,950.00
while W. R. Thomason Inc.,'of Martinez, California submitted a quote`of
$23,542.00 (Engineer's estimate $15,000.00).
Since the present Engineer's estimate and monies presently authorized
will be exceeded and the above firm quotes as given above are good only
to September 21, 1973, we are requesting the Board of Directors to
formally approve the plans, award the contract to McGuire and Hester
and increase the total authorization for this project to $18,500 to
cover additional survey, engineering, inspection, and contingencies to
the completion of this contract.
4. AUTHORIZE ADDITIONAL $2,000.00 FOR THE MAINTENANCE STORAGE BUILDING
1973, WITH APPURTENANCES. F
On September 14, 1973, we received the majority of informal quotations
for construction of the Maintenance Storage Building, 1973, and Office
Site Electrical Improvements, 1973. The following is a cost summation

** As approved by City Council and design review commission,City of
Walnut. Creek. Review costs total $78.75 and Permit Fee will be
$89.51 for a total of $168.26 due and payable to the City of
Walnut Creek.
Since the Engineers construction estimate has been exceeded and firm
quotes as given above are good only to September 21, 1973, we are
requesting that the Board of Directors approve the plans and award
contract to these Contractors listed above. Also authorization for
this project be increased to $30,000.00 to cover construction contin-
gencies.
5. CONCORD CONTRACT PROPOSAL
On Monday, September 17, 1973, we met with John Govers of Yoder-Trotter-
Orlob and Associates. He is employed by the City of Concord as their
consultant Engineer for this project to advise the City's negotiating
committee. We discussed a number of minor changes that the Concord
Study Committee would like considered in our proposed agreement. Two
of the major points we would like to bring to the Board's attention
for consideration and clarification are as follows:
1) If the City of Concord connects to the District System at
the point indicated on Exhibit A, will the City, as part of this
Agreement, be required to pay their proportionate share if Line A
is.paralleled in the future between their point of connection and
the District Treatment Plant?
2) If the Regional Water Quality Control Board levied a fine
on the District because of the operation of our Treatment Plant
facilities, will the City of Concord be subject to pay any pro-
portionate share of this fine as part of this Agreement?

SUBJECT: Claim of $150.00 from Mrs. Grace Steele.
1. PROBLEM: Mrs. Grace Steele claims that District forces damaged her
fence at 417 Kingsley Court, Pleasant Hill.
2. BACKGROUND: An existing rodding inlet located next to Mrs. Steele's
fence was repaired by District forces. The work was performed carefully
and no damage was done to the fence. The fence is in a bad state of repair.
It is leaning due to pressure from an earth bank next to it. It was noted
prior to starting work on the inlet that a vehicle had struck the fence
dislodging some boards. As a courtesy to Mrs. Steele, these boards were
renailed when work on the rodding inlet was completed.
3. RECOMMENDATION: Deny the claim as no damage was done to the fence by
District forces.

SUBJECT: AUTHORIZATION TO APPOINT PAT DANNA ENGINEERING AID I
AT RANGE 39 ($717-$E70)
BACKGROUND: On August 17, 1973 we placed an ad in the paper for
Engineering Aid I requiring basic drafting skills and recent experience
in use of a Varityper. We had approximately ten people contact us by
telephone and three or four people came into the office. The only
person that had any Varityper experience was Pat Danna who presently
has a limited agreement with us. On September 13, 1973 we gave her a
written and oral examination and the three interviewers gave her a
combined score of 92.3%. The work that she has performed for the
District since August 15 has been exemplary.
RECOMMENDATION: Approval of her appointment by adopting a resolution
appointing eligible list for Engineering Aid I and a resolution appointing
Pat Danna Engineering Aid I.

MEMORANDUM TO: THE HONORABLE BOARD OF DIRECTORS

SUBJECT: L.I.D. 52 - SURPLUS
To close the books on L.I.D. 52, it is necessary for a Board determination
specifying the use.of any surplus funds in the L.I.D. 52 construction fund.
There will be . a* *6QvW* surplus of the total L.I.D. cost of
$866,379.00.
We have three alternatives:
(1) Transfer to the general fund not to exceed $1,000 or 5% whichever
is the lesser.
(2) Credit the assessees.
(3) Use the surplus for the maintenance of the improvements.
RECOMMENDATION:
Specific Board determination recorded in the minute record that any
surplus remaining in L.I.D. 52 construction fund upon completion shall be
used for the purpose of maintenance of the improvements of said Local
Improvement District.
