Dalton, Deputy General Manager -Chief Engineer SUBJECT: Engineers Report - Board Meeting September 27, 1973 1. RUDGEAR ROAD, WALNUT CREEK, DISTRICT SEWERING PROJECT 2100 A. P. Pipeline Construction Company has completed the installation of the 15-inch sewer line except for final cleanup. Work has started on the 18-inch sewer line. A second contractor (Manuel Jardin) is now assisting with the installation of the 18-inch line. There is approximately 2800 feet to install. As of September 25, he had approximately 60 percent of the 18-inch installed. With weather permitting and no further complications, they should finish the project by the revised completion date of November 1, 1973. 2. HACIENDA CIRCLE, ORINDA,__71 DISTRICT SEWERING PROJECT 1926 Harry Cleverdon started this project on schedule. The contract completion date was December 31, 1972. The contractor asked for an extension of time due to the excessive rains in 1972-73; delay in delivering package pump station; rejection of the electrical wiring within the package pump station by Contra Costa County Industrial Electrical Inspection Department; Pacific Gas and Electric late schedule of power service to the pump station, etc. It has been the District policy not to allow any extension of time until the project has been completed. The pump station was finally put in operation on September 13, 1973. District personnel are now main- taining the station. The contractor has completed laying the pipe and cleanup is in progress. New Business Consent Item la September 24, 1973 MEMORANDUM FOR: THE HONORABLE MEMBERS OF THE BOARD OF DIRECTORS VIA: W. C. Dalton, Deputy General Manager -Chief Engineer SUBJECT: EXECUTE TWO "AGREEMENTS RELATING TO REAL PROPERTY" WITH CONTINENTAL DEVELOPMENT COMPANY. JOB NO. 2250 1. PROBLEM: Continental Development has asked for permission to build fences and patios upon our easement which lies within their property. Staff has reviewed their request and has agreed to it, subject to our standard agreement. 2• RECOMMENDATION: Authorize execution and recording of both agreements. Respectfully submitted, Jack L. Consent Items 1 b September 24, 1973 MEMORANDUM FOR: HONORABLE MEMEMBERS OF THE BOARD OF DIRECTORS VIA: W. C. Dalton, Deputy General Manager -Chief Engineer SUBJECT: LOCAL IMPROVEMENT DISTRICT NO. 54-1, PARCEL 19. ACCEPTANCE OF EASEMENT AT NO COST TO THE DISTRICT. PROBLEM: Parcel 19 was the only parcel we were unable to obtain for LID 54-1 and the Board authorized condemnation at the Board Meeting on September 20, 1973. This is no longer necessary. BACKGROUND: After numerous unsuccessful attempts to obtain this easement staff had to ask for authorization to condemn. Staff was finally able to get this easement without condemning. Dalton Deputy General Manager -Chief Engineer VI. Old Busines 2. September 24, 1973 MEMORANDUM FOR: THE HONORABLE MEMBERS OF THE BOARD OF DIRECTORS FROM: W. C. Dalton, Deputy General Manager -Chief Engineer SUBJECT: CONCORD CONTRACT PROPOSAL On Monday, September 17, 1973, we met with John Govers of Yoder-Trotter- Orlob and Associates. He is employed by the City of Concord as their Consultant Engineer for this project to advise the City's negotiating committee. We discussed a number of minor changes that the Concord Study Committee would like considered in our proposed agreement. Two of the major points we would like to bring to the Board's attention for considera- tion and clarification are as follows: 1) If the City of Concord connects to the District System at the point indicated on Exhibit A, will the City, as part of this Agreement, be required to pay their proportionate share share if Line A is paralleled in the future between their point of connection and the District Treatment Plant? 2) If the Regional Water Quality Control Board levied a fine on the District because of the operation of our Treatment Plant facilities, will the City of Concord be subject to pay any proportionate share of this fine as part of this Agreement? Horstkotte, Jr., General Manager -Chief Engineer SUBJECT: NEGATIVE DECLARATION FOR PROJECT 2259 WATERSHED 35 No. DANVILLE BACKGROUND: On August 3, 1973 the Staff was directed to prepare a Negative Declaration for this project. Said Declaration has been prepared and accompanies this memo. RECOMMENDATION: (1) Adoption of Resolution Making Negative Declaration and providing for Notice; (2) Set review for approval or disapproval for first meeting in October, 1973. A RESOLUTION MAKING A NEGATIVE DECLARATION AND PROVIDING FOR NOTICE THEREOF CENTRAL CONTRA COSTA SANITARY DISTRICT RESOLVED, by the Board of Directors of Central Contra Costa Sanitary District, Contra Costa County, California, that WHEREAS, the project concerning which this determination is made ig described as follows: See Exhibit A Attached. WHEREAS, an initial study of the environmental effects of said Project has been undertaken and completed and the results thereof have been reviewed by this Board NOW, THEREFORE, IT IS HEREBY FOUND, DECLARED and ORDERED as follows: 1. That said Project will not have a significant effect upon the environment. 2. That the Secretary be, and he is hereby, authorized and instructed to file a certified copy of this Resolution with the Office of the County Clerk of Contra Costa County and at the District office to be available for public inspection.
