Horstkotte, Jr., General Manager -Chief Engineer SUBJECT: ADOPT ELIGIBLE LIST FOR ENGINEERING AID I AND APPOINT REYNALDO LIMJOCO AND DAN JENSEN TO THIS POSITION EFFECTIVE MARCH 1, 1974 PROBLEM: As approved by the Board, an examination was held for Engineering Aid I. Attached is Resolution to Adopt Eligible List. The.Engineering Department has three vacancies brought about as follows: Termination (2-14-74) of Ben Bradley - Construction Inspection Asst. (Range 51-A) Retirement (2-28-74) of Fred Hannan - Engineering Aid III (Range 51-E) Resignation (12-1-73) of ,Jack Paty - Engineering Aid I (Range 39) We wish to make two appointments at this time. (Although Mark Hannan placed second in the examination, he has returned to college and is not available for work. Therefore, we wish to appoint the applicants in the first and third positions on. the Eligible List). Third appointment is expected to be made in March. RECOMMENDATION: Approve Resolution Establishing Eligible List for Engineering Aid I and Resolution appointing Reynaldo Limjoco and Dan Jensen Engineering Aid I effective March 1, 1974. NEW BUSINESS: 13. Amended Environmental Impact Report Guidelines February 15, 1974 MEMORANDUM FOR: HONORABLE MEMBERS OF THE BOARD OF DIRECTORS FROM: G. A. Horstkotte, Jr., General Manager -Chief Engineer SUBJECT: AUTHORIZE $5900 AND EXECUTE AGREEMENT WITH STATE PERSONNEL BOARD FOR PERSONNEL SURVEY. We have contacted the Cooperative Personnel Services of the State of California and they have sent the enclosed copy of agreement for the Board's approval and signature. As noted in their cover letter, they would not be able to begin this'project until June 1974 and they would expect to have a comprehensive study ready by September 1974. After the report is submitted to the Board, there is usually an appeal period, and allowing approximately six weeks for this review and reconsideration, the final report could be ready by November 1974. As you may know, Cooperative Personnel Services is a unit of the State Personnel Board which provides technical personnel services (written examinations, classification and pay surveys, recruitment and selection consultation, etc.) at cost to local government agencies. In conducting the survey for your agency, we would generally follow the procedures out- lined in the attached Steers in a Classification and Salar7 Survey, Up to and including the submission of a comprehensive report of findings and recommendations. The end result of this survey would be written recommendations on the classification of positions and the assignment of classes to salary ranges. We would not make organization or staffing recommendations. It is our understanding the survey would cover approximately 170 regular classified positions. We would plan to interview approximately 30% of the employees in the various positions. New or revised class specifica- tions would be prepared for all -classes. We estimate that the classification and salary survey can be completed for a cost not to exceed $5,900. This is a firm, maximum amount for work up to and including the submission and presentation of a comprehen- sive report of our findings and recommendations. This cost estimate does not include the cost of an employee review period and the prepara- tion of a final report. If you desire a review period and final report, we can provide them on an additional, actual cost basis. This cost will vary, depending upon the number and nature of "appeals" and the proce- dures used to respond to them. While it is difficult to make a firm cost estimate at this time, in our judgment the additional cost should be approximately $900. Mr. Jack L. Best February 15, 1974 As our *cork schedule now stands, we would be able to begin major *cork on the survey in late June 1974, and submit our comprehensive report in September 1974. Our availability to do work in this time period is subject to change. I suggest you check again with me regarding our availability during this period when your governing board is ready to act on the survey proposal. We are required by law to enter into contract with the agencies of local government for which we provide service. If you wish to have us provide the survey as indicated, please 'execute the enclosed contracts and return them to Cooperative Personnel Services.
