LAURITZEN FOR HER SERVICE Attached is a proposed resolution commending outgoing Board President Mariah N. Lauritzen for her service as President of the Board of Directors during 2024. ATTACHMENTS: 1. Proposed Resolution December 5, 2024 Regular Board Meeting Agenda Packet - Page 5 of 274 Page 2 of 3 Attachment 1 RESOLUTION NO. 2024-041 RESOLUTION COMMENDING MARIAH LAURITZEN FOR HER SERVICE AS PRESIDENT OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT BOARD OF DIRECTORS WHEREAS, Board Member Mariah N. Lauritzen was elected to serve on the Board of Directors of the Central Contra Costa Sanitary District (Central San) from December 2020 to December 2024, a total of four years; and WHEREAS, Board Member Lauritzen served as President of the Board in 2024, providing guidance and leadership to the District; and WHEREAS, during the last four years, with Board Member Lauritzen's support, the District has successfully met the challenges presented by population growth, rising costs, and increasing environmental demands in a cost-effective and environmentally sensitive manner; and WHEREAS, under her able leadership, the District accomplished significant goals and objectives, promoting the mission, vision and values of the District to be a high- performance organization that provides exceptional customer service and full regulatory compliance at responsible rates; and WHEREAS, Central San accomplished the following milestones during FY 2023-24: • Maintained AAA/Aa1 bond ratings, reflecting continued strong financial management practices. • Achieved $5.8 million of favorable Operations and Maintenance budget variances from the prior fiscal year, and a total of $16.7 million of overall favorable variances, helping to bolster overall financial reserves, including increasing the Rate Stabilization Account balance by $1.5 million. • Ended the year with fully funded fiscal reserves, providing a foundation for continued and future financial stability, and contributed a budgeted $1 million to the Pension Prefunding Trust. • Received an unmodified (clean) audit opinion on the Annual Comprehensive Financial Report (ACFR) for FY 2022-23. • Passage into law of AB 759 permitting sanitary districts to set Board approved procedures for expenditure approval. WHEREAS, Board Member Lauritzen was an outspoken supporter of the District implementing its own in-house treasury function transitioning away from being a voluntary pool participant with Contra Costa County to implement process efficiencies via enterprise resource planning system optimizations, streamlining of business processes, and greater District control in order to become a more fiscally nimble enterprise. The transition was successfully completed in November 2024; WHEREAS, during 2024, President Lauritzen served as Chair on the Board's Finance Committee, providing oversight and review of Central San's compliance with federal, state, and public financing requirements WHEREAS, during her tenure, Central San received the Platinum Peak Performance Award from the National Association of Clean Water Agencies, signifying that Central December 5, 2024 Regular Board Meeting Agenda Packet - Page 6 of 274 Page 3 of 3 Central Contra Costa Sanitary District Resolution No. 2024-041 Page 2 of 2 San's treatment plant met all the National Pollutant Discharge Elimination System (NPDES) requirements, for four years, the Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for the four years (22nd consecutive year) and four years of the Excellence in IT Practices Award from Municipal Information Systems Association of California (MISAC). WHEREAS, Board Member Lauritzen has spent four years dedicating her time and enthusiasm to the District and has fulfilled the responsibilities of her position with the highest degree of professionalism and personal integrity. NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of Central San hereby honors and commends Mariah Lauritzen for her outstanding four years of service to the District.
