OLD -BUS. taw"'"'• 1 5/5175, May 1, 1975 MEMORANDUM TO: THE HONORABLE MEMBERS OF THE BOARD OF DIRECTORS VIA: G. A. Horstkotte, Jr., General Manager -Chief Engineer SUBJECT: AUTHORIZE $20,000.00 FOR PURCHASE OF PIPE FOR DISTRICT PROJECT 2570, GAS LINE INSTALLATION FOR TREATMENT PLANT (3900 L.F. 6.625 x 0.156 API 5L x 42 PIPE) PROBLEM: In researching the availability of pipe specified by P.G. & E. for this project, (3900 L.F. 6.625 x 0.156 API 5L x 42 Pipe), it is evident a scarcity exists. Area distributors have only heavier wall pipe on hand and fabricators do not expect to produce such pipe and have it available much before mid -July this year, and even then production is not guaranteed. BACKGROUND: Right of way clearance for the work will take 4-5 weeks once notice is given to proceed. Actual construction time is estimated at 2 weeks. If the contractor waits until award of contract to order pipe, construction could be delayed until late July or early August which is undesirable in view of existing scheduled contract operations at the treatment plant site. The following tabulates the staff's findings on pipe availability. DISTRIBUTORS: FARRTCATORS: Pacific Pipe Co., Oakland - no 0.156 wall pipe on hand, have 3600± 6.625 x 0.280 and would have to finish order with X52 pipe. Kaiser Steel - no 0.156 wall pipe on hand; may roll some in June or July depending on demand. Coating available. Earliest delivery - mid -July, early August. U. S. Steel - no 0.156 in stock - no rolling planned, not available coated. Do have 0.188 wall pipe in Provo, Utah, stock. Must be coated elsewhere. U. S.--Steel (0.188 wall pipe only) $10,850.00 Tax 750.00 Frt. (Provo, Utah, to Pittsburg, California) 610.00 Coating (Std. Pipe Protect. Co., Pittsburg, Ca) 2,115.00 Tax 135.00 Frt. (Pittsburg to site) 75.00 Sub Total (Pipe Only) $14,490.00 Incidentals (Fittings, etc.) 5,510.00 Estimated Total $20,000.00 As last resort, P.G. & E. was contacted and their Dakota yard can sell, on purchase order, sufficient quantity of pipe as specified, however, their supplies, too, are dwindling and the offer time is limited. P.G. & E. (0.156 wall pipe, coated) $13,455.00 Tax 875.00 Frt. (Dakota, California to site) 200.00 Sub Total (Pipe Only) 14,530.06 Incidentals (Fittings, etc.) 5,470.00 Estimated Total $20,000.00 RECOMMENDATION: Authorize $20,000.00 for purchase of pipe directly from P.G. & E. and contingent materials specified to be installed by contractor for District Project 2570.
