SUBJECT: HEARING ON CHANGES AND MODIFICATIONS ON LID 55
1. On April 17, 1975, Resolution No. 75-19, A Resolution of Intention
to Make Changes and Modifications, was adopted and the hearing set for
May 8, 1975.
2. Resolution was published in the Lafayette Sun.
3. HEARING - Protest is on reducing the assessment and increasing the
interest rate on bonds to 8%.
4. ADOPT RESOLUTION NO. ORDERING CHANGES AND MODIFICATIONS.

SUBJECT: AUTHORIZE $20,000.00 FOR PURCHASE OF PIPE FOR DISTRICT
PROJECT 2570, GAS LINE INSTALLATION FOR TREATMENT PLANT
(3900 L.F. 6.625 x 0.156 API 5L x 42 PIPE)
PROBLEM: In researching the availability of pipe specified by P.G. & E.
for this project, (3900 L.F. 6.625 x 0.156 API 5L x 42 Pipe), it is evident
a scarcity exists. Area distributors have only heavier wall pipe on hand
and fabricators do not expect to produce such pipe and have it available
much before mid -July this year, and even then production is not guaranteed.
BACKGROUND: Right of way clearance for the work will take 4-5 weeks once
notice is given to proceed. Actual construction time is estimated at
2 weeks. If the contractor waits until award of contract to order pipe,
construction could be delayed until late July or early August which is
undesirable in view of existing scheduled contract operations at the
treatment plant site.
The following tabulates the staff's findings on pipe availability.

Pacific Pipe Co., Oakland - no 0.156 wall pipe on hand, have
3600± 6.625 x 0.280 and would have to finish order with
X52 pipe.
Kaiser Steel - no 0.156 wall pipe on hand; may roll some in
June or July depending on demand. Coating available.
Earliest delivery - mid -July, early August.
U. S. Steel - no 0.156 in stock - no rolling planned, not
available coated. Do have 0.188 wall pipe in Provo, Utah,
stock. Must be coated elsewhere.

on purchase order, sufficient quantity of pipe as specified, however,
their supplies, too, are dwindling and the offer time is limited.

SUBJECT: AUTHORIZATION OF $75.00 FOR THE PACIFIC PIPE TOOL
COLLECTION SYSTEM SEMINAR
PROBLEM: This is one of the few pertinent courses available to
Maintenance personnel. I want to send 5 of our staff to this
seminar.
BACKGROUND: This is a one -day collection system seminar. Its purpose
is to present the newest ideas, techniques, innovations and equipment
in the maintenance field to the maintenance man.
RECOMMENDATION: Authorize attendance.

MEMORANDUM TO: HONORABLE MEMBERS OF THE BOARD OF DIRECTORS

SUBJECT: AUTHORIZE PREPARATION OF DRAFT EIR, DSP 2587,
TOPAZ LANE, PLEASANT HILL
PROBLEM: Satisfy the conditions of the District's Ordinance 95 implementing
the California Environmental Quality Act.
BACKGROUND: Mr. William Dahn has canvassed his neighborhood and has received
support from a majority of the owners in the area for the extension of a
public sewer main. Before the group of owners proceeds with the project,
they want to insure that the environmental impact requirements are satisfied.
Attached is the "Environmental Assessment" Exhibit B of Ordinance 95. Staff
study has shown that the project will have a significant effect on the
environment.
RECOMMENDATION: Approval. (Preparation of EIR will be by owners' consultants.)

Staff Determination

of this project in accordance with Section 16-603 of the District's guide-
lines entitled, "Local Guidelines Implementing the California Environmental

SUBJECT: AUTHORIZE $3,150.00 FOR PAYMENT OF SEWER ASSESSMENT
LID 54-1-3-17
PROBLEM: The final assessment spread did not reflect the reduction from
two assessment units to one assessment unit which was authorized by the
Board on September 20, 1973, subsequent to the protest submitted by
Patrick and Linda Furlong, the owners of the two parcels (17 and 18).
As of this date, there appears to be a sufficient surplus in the LID 54
account to cover this.
RECOMMENDATION: Approval.
