SUBJECT: RECEIVE UPDATE ON STEAM RENOVATIONS, PHASE 1B PROJECT
The Steam Renovations, Phase 1, District Project No. 100032 is listed on page 275 of the Fiscal Year
2024-25 Budget. The scope of this project has been separated based on location and
coordination/conflicts with other renovation activities. Phase 1 A consists of improvements within the Pump
and Blower building and was recently awarded for construction by the Board of Directors.
Phase 1 B consists of improvements within the Solids Conditioning Building and staff will present a design
status update and approach for construction.

Current Phase 1B Design Status
Steam Regulators
HDR Engineering, Inc. (Designer) completed 90%
Detailed Design submittal. Design includes
modifications to the boiler feedwater system
highlighted and presented at the May 2024 E&O
Committee Meeting.
Specialty design for boiler systems and safety codes.
The new boiler system improvements and its design is
highly impacted by the final construction of the Solids
Handling Facility Improvements, Phase 1A (Solids
Project).
Coordination with Solids Project work and schedule is
highly complex and has potential for delays or changes.

Timeline for Phase 1B
The improvements are required within the next
three to four years. Several meetings with
Operations has confirmed the need to move
forward to complete the work due to known risks.
It is not practical or recommended to mobilize
another contractor into the SCB.
The Solids Project is under construction with major
improvements throughout the SCB, including
seismic modifications, new mechanical, piping,
and electrical. Expected completion is in 2028.

Constructability and design assistance with C. Overaa
& Co. (Solids Project general contractor).
Schedule analysis with C. Overaa & Co. and MWH
Constructors (Central San's construction manager).
With input by the Solids Project team, HDR
Engineering, Inc. can finalize the design for Phase 1B.
Review and finalize costs for a construction contract
change order under the Solids Project.
Bring back to E&O in January 2025 and then for the
Board's consideration. Engineer's estimate is
$6.0 million.
