Horstkotte, Jr., General Manager -Chief Engineer SUBJECT: AUTHORIZE $1,700 FOR ADDITIONAL, SHELL' FILING - PERMIT VAULT PROBLEM: The shelf filing system in the Permit Section of the Engineering; Department is rapidly becoming inadequate and in some cases cumbersome. A heavy workload is anticipated for the Permit Section in the spring of 1974 and I would like to make certain changes and additions to the filing system prior to that time, which will permit an orderly and efficient operation. BACKGROUND: The 1972-73 budget authorized the installation of shelf filing along the westerly wall of the Permit vault. The 1.973-74 budget added one double section of shelf filing which was attached to the southern wall, with provision for future extension of shelf filing in the center of the room. The "hand-out" forms and information material for the public, was trans- ferred to the above -mentioned double section shelf files on the south vault wall. Due to the location of the form shelf and the old filing cabinets, our operations are quite inefficient and cramped. It was our intention to add the shelf filing every year as needed, but the present situation has proven to be impractical. In changing over to the shelf filing system, it was necessary to make new folders for 2440 jobs, which we have just completed. Cut sheets and specification data were consolidated into the new folders, which has used More shelf area than we anticipated. Therefore, we are requesting authorization for three new double sections of shelf filing and two new Form storage cabinets. The equipment supplier has indicated it will. take 60 to 90 days to deliver the equipment, which if ordered at this time, would enable installation before the heavy workload starts. If you have any questions or would like to examine our Permit Vault, I will be available at the District Office by 7:30 p.m. on December 13, 1973, prior to the Board Meeting, to answer any additional_ questions you might have. Horstkotte, Jr. - General Manager -Chief Engineer SUBJECT: AUTHORIZATION TO HIRE MARK HANNAN AT $2.94 AN HOUR AS A TEMPORARY EMPLOYEE FOR 25 DAYS PROBLEM: Jack Paty, who was an Engineering Aid I, Salary $829.00 per month, recently gave two weeks' notice and left the District on December 1, 1973. It will be early February before a new permanent employee can be hired. We need the help now to maintain progress on our system maps. BACKGROUND: Mark Hannan could fill this void since he was a student draftsman employee for the mapping program this past summer. He will be available from December 26 through January 31 for work between his school semesters. Due to Jack Paty's recent resignation, we will have sufficient funds already budgeted to hire Mark for this short period of time to fill the engineering void. It would be particuarly advantageous to the advancement of the mapping program as Mark has done excellent work in drafting the "U" overlays on the new 100' scale maps. RECOMMENDATIOZL N: It is recommended that Mark Hannan be hired on a temporary status at $2.95 per hour (approximately $470.00 per mo.) for 25 work days (December 26, 1973 through January 31, 1974). PROBLEM: Three easements are necessary for the expansion District's Treatment Plant. Two road rights of way, one railroad right of way and a pipeline easement. BACKGROUND: This District has a pipeline easement across the P.G.&E. parcel north of the Treatment Plant but the size of this easement is not adequate. This agreement will increase the size of the pipeline ease- ment and create the required additional rights over the P.G.&E. parcel. BACKGROUND: At the meeting of September 27, 1973 the Board approved Resolution 73-109 which was a Resolution approving a negative declaration on the Environmental Impact Report for this project. As of September 30, 1973, we have charges amounting to $1,300 on the books. There are eleven right of way parcels to acquire for this project; two are commercial properties with land values ranging from $12,000 to $48,000 per acre; one is agricultural.. with a land value of $1,750 per acre and eight are residential parcels with land values of $8,000 per acre. Using a right of way value of 25% of fee, the easement cost could amount to $11,000. The only parcel that will benefit by the installation of this sewer line is the commercial parcel. The major cost of this project will be borne by the developer of the Ackerman parcel. The Ackerman parcel is under construction with 157 homes (District Sewering Project #2193). Watershed'collections in 1972 were $17,200 and were $11,200 in 1973 to September. We request an initial authorization so we can proceed with right of way acquisition so that this project will be ready for construction in the spring of 1974. RECOMMENDATION: Authorization.
