Horstkotte, Jr., General Manager -Chief Engineer SUBJECT: Connection of the Mt. View Sanitary District to the Central Contra Costa Sanitary District sewer system BACKGROUND: 1. We are required as part of our Grant Contract to accept sewage from Concord and Mt. View Sanitary District "based on fair and equitable agreements". 2. Mt. View Sanitary District has been approved for a. Grant for a $600,000 project to connect to Central Contra Costa Sanitary District in the 1973-74 Municipal Project List of the Regional Water Quality Control Board. 3. We have, over the past several years, made offers and had dis- cussions with Mt. View Sanitary District regarding consolidation. In 1968, Mt. View Sanitary District decided to expand their plant and issue $750,000 in new bonds rather than consolidate (See pre 1968 history.) 4. After Mt. View Sanitary District decided to construct a new treat- ment plant, we changed the LID 50 design to reduce costs to Martinez by eliminating provisions for Mt. View Sanitary District flow at Fairview and moving the possible future tie-in to Maltby. 5. Mt. View Sanitary District is engaged in a legal battle with the Regional Board over new discharge requirements, and has told us very directly that they intend to do nothing in terms of any change or consoli- dation until they are forced to do so. 6. Based on present estimates of $67,312,000 for 45 MGD or $1,496,000 per MGD in plant capital investment (average daily flow) Mt. View Sanitary District's share for .8 MGD would be $1,200,000 approximately. What part Grant funding would play in this calculation has not been determined or even speculated upon. 7. We have reviewed the advantages and disadvantages of attempting to combine operation of Mt. View Sanitary District plant with ours and have concluded that the problems would far outweigh any economies. We have an efficient operational grouping in the pumping stations around our treatment plant and the Mt. View Sanitary District plant would not readily combine with this program. In our opinion, as long as the Mt. View Sanitary District plant is operated as a treatment plant, Mt. View Sanitary District should operate it. - 2 - 8. The use of Central Contra Costa Sanitary District outfall by Mt. View Sanitary District is not practical (1) because it will be pressurized in the near future, (2) responsibility for meeting discharge requirements would be hampered, and (3) the outfall has absolutely no excess capacity. DISCUSSION: Assuming that the grant project estimate is relatively accurate, Mt. View Sanitary District would have to raise $75,000+ for the physical con- nection. They would then use a portion of LID 50 which cost $202,200 when built and their fair share of this must be paid as a rebate to Central Contra Costa. Sanitary District and the City of Martinez. They would also have to build a new Maltby pumping station and parallel the force main from Maltby pump station to our treatment plant 42" gravity line. This total would be much less than that of the City of Martinez for LID 50. Of course, Mt. View Sanitary District still has the bulk of the $750,000 bond issue for the treatment plant to pay off, but they might realize a substantial offset by sale of their treatment plant property. Another factor which must be considered in conjunction with Martinez is the fact that all new areas annexing to LID 50 area of Martinez must pay a watershed trunk charge equal to the LID 50 assessment as well as Central Contra Costa. Sanitary District standard charges. Mt. View Sanitary District may choose to install an outfall in lieu of consolidation. Judging by their choice in 1968 of a treatment plant rather than cooperation with Martinez, construction of an outfall must not be discounted. Mt. View Sanitary District is adamant against annexation to Central Contra Costa Sanitary District and discussion of annexation will hamper contract considerations. RECOMPiENDATI ON : Establish a. negotiating committee of two Board Members, General Manager, Deputy General Manager, Counsel, and two members of the Martinez City Council for this District, and invite Mt.
