MEMORANDUM FOR: THE HONORABLE MEMBERS OF THE BOARD OF DIRECTORS

SUBJECT: Septic tank truck dumping control
PROBLEM: We presently only accept septic tank waste at the treatment plant
and charge 1� per gallon based on truck loading. This involved plant per-
sonnel supervision and record keeping with billing from the office. Drivers
often claim a partial load rather than full and this extends our inspection
problems.
BACKGROUND: We would prefer not to accept septic tank waste into our system,
but we have found in the past that providing a dump spot reduces illegal
dumps into upstream manholes. We tried to force the septic tank truckers
to go to Acme Fill, but the County Health Department investigated the situ-
ation and requested that we accept the waste at the treatment plant.
RECOMMENDATION: Change the record -keeping system by requiring the pre-
purchase of truck dump tickets. Such tickets would be in books for full
loads only, would be serially numbered and have spaces for needed information.
The driver would be required to present the ticket before dumping.

SUBJECT: Staff Attendance APWA Workshop
PROBLEM: The American Public Works Association has a series of national
workshops some related to CCCSD activities. Please refer to brochure.
BACKGROUND: Works of this type provide valuable help to management
level employees.
RECOMMENDATION: Provide funds ($140) for two (2) management employees,
Mr. Niles and one other, to attend.

SUBJECT: Moraga Enterprises request for Watershed charge credit (WS10)
PROBLEM: The attached letter refers to a trunk sewer installed under Local
Improvement District 17 between School Street and Moraga Way across the old
Moraga Ranch orchard property in 1951. Due to lack of capacity, a new trunk
consisting of 5,600' of 24" pipe was installed in 1964 paralleling this section
of the old trunk.
In 1964, the old trunk was taken out of service due to difficult. -
maintenance access problems and was considered for abandonment. No action was
taken to abandon because the interconnection provided a bypass in the event
of trouble or construction on the new trunk. A 1969 review of the changing
population densities in the Moraga Basin and peak flows from older developments
was the basis of a management decision not to abandon the old trunk but to keep
it on a standby basis. As the letter indicates, it appears that this decision
was not communicated to certain staff members who were aware of the earlier
plan to abandon.
I have explained this situation to Mr. Block and he has requested
further consideration.
RECOMMENDATION:
1. Since the District would have to improve the creek crossings to keep
the line in service, credit for these expenditures by Moraga Enterprises is
proper and is recommended.
2. We do not dispute the claim that inaccurate information was furnished,
and on that basis, plus the fact that replacement with new pipe and additional
manholes improves the old trunk, we would recommend credit equal to 50% of the
expenditures for relocation be granted.
