SUBJECT: DIABLO VALLEY COLLEGE CLASS - MR. DAN CLANCY
1. BACKGROUND:
Mr. Dan Clancy, an instructor at Diablo Valley College Class,
requested to be placed on the Agenda for the meeting of June 7, 1973.
Mr. Clancy explained that he is an instructor teaching a course in
conservation at Diablo Valley College and that his class is currently
studying and analyzing solid waste disposal and water pollution problems.
Mr. Clancy indicated that his class of. approximately 20 students had
previously toured the District's Treatment Plant and had visited various
disposal sites for solid waste. After such exposure to the practical
aspects of the problems on solid waste disposal and water pollution,
the students in the class were very much interested in exploring and
understanding the political process by which these problems are resolved.
Accordingly, the purpose of this particular request for his attendance
with the students is to observe and ask Members of the Board questions
on the manner and procedure that they arrive at decisions necessary
to resolve these problems. It is anticipated that the group plans to
attend the meeting for approximately 30 minutes.

SUBJECT: MANDATORY CERTIFICATION OF TREATMENT PLANT PERSONNEL
Enclosed is a copy of the proposed regulations relative to certification
of Wastewater Treatment Plant Supervisors and Operators. It is anticipated
that these regulations will be put into effect by 1974.
These regulations will not have an immediate impact on the Sanitary
District, as all of the present operators have achieved various levels of
certification through the California Water Pollution Control Association's
voluntary certification program. The State of California has recognized
this program and all C.W.P.C.A. certified operators will receive equivalent
State certification. This will enable the Sanitary District to be in com-
pliance with the State regulations when they go into effect.
This mandatory certification will, however, require changes in
Sanitary District Plant personnel procedures, i.e., job classifications,
probation periods, policies towards operator training.
As soon as these changes in personnel procedures become more clearly
defined, they will be presented to the Board for consideration.

MEMORANDUM FOR: The Honorable Board of Directors

SUBJECT: AUTHORIZATION OF $13,000.00 FOR MAINTENANCE BUILDING
FOUNDATION AND LOADING DOCK WITH APPURTENANCES
In June of 1972 the 80 foot main loading and storage dock located in
the corporation yard northerly of the Maintenance Shop was dismantled.
Years ago the dock was constructed of used timbers from construction pro-
jects and it had deteriorated to the point that it had to be removed as
a potential hazard. Over the last year we have realized what a great
asset this dock had been to the Maintenance operation for handling
material and loading of our trucks.
We are proposing to reconstruct a 32 x 76 loading dock, as part of
the building foundation, in the same area. At the August 3, 1972, Board
Meeting, the Board authorized $15,000 for a storage facility. We are now
proposing to combine a storage facility, 32 x 76 feet, on top of the
loading dock. The estimated cost of installing the loading dock/foundation
is $7,000. The appurtenances, such as electrical improvements, to conform
to code, water lines, fire extinguishers, etc. will add another $6,000.
The plans and details for the loading dock and storage facility are located
on the display board in the Board Room for more detailed review.
When we proposed the building in 1972, we were under the impression
that we could obtain electrical services from the Maintenance Shop. When
Fred Markey, Engineering Associate, designed the electrical layout, he
discovered that there was not enough power in the Maintenance Shop to pro-
vide electricity needed for the new proposed storage facility. A review
of the Maintenance Shop electrical system with the City electrical inspector
indicated that our Maintenance electrical system does not meet requirements
of the electrical code. He estimated that it will cost approximately $1,000
to bring the Maintenance Shop up to Code. It will be necessary to take off
from the main power panel within the main office building to correct the
electrical situation within the Maintenance Shop and provide power to the
new storage facility. We also propose to add one more yard light behind
the Maintenance Shop for security reasons and correct the power deficiency
to the light standard overlooking the aggregate bins. We estimate that
the total electrical improvements will amount to $5,000.
Water service is needed near the new storage facility for wash down and
fire protection. It is estimated that the water line, fire extinguishers and
other miscellaneous appurtenances would cost approximately $1,000.
We request that the storage facility authorization of $15,000 be in-
creased to $28,000 to include the loading dock foundation with appurtenances.
We propose to receive informal bids for the major items of work and coordinate
them.

SUBJECT: Draft Environmental Report for Local Improvement District
No. 54, Schedules 1 through 4
1. PROBLEM: Pursuant to District Ordinance 89 (Environmental Guidelines
Implementing CEQA) I am submitting Environmental Impact Assessments and
draft EIR's for each of the four schedules of Local Improvement District
No. 54.
2. BACKGROUND: Ordinance 89 requires that the Board act on the following:
1. Review the draft EIR and determine if it is in order.
2. Authorize staff to file the Notice of Completion with the Secretary
of Resources Agency.
3. Establish a review time period.
4. Determine whether in the discretion of the Board it is desirable
to conduct a public hearing on the Environmental Impact of the
project and if so set a date for such hearing.
3. RE COMMENDAT ION :
1. Find the draft EIR to be in order.
2. Authorize staff to file Notice of Completion.
3. Set review period of 40 days.
4. Do not hold a public hearing on Environmental report

SUBJECT: Slide repairs, 27" Line E between South Lucille and
Bollinger Canyon Road
PROBLEM: We have two slides to repair at the above mentioned location.
It is our intention to support the endangered pipe on piling. It will
take at least 14 wooden piles to do the ,job. In addition to pile
driving equipment, we will need some dozer work to prepare and clean up
the site.
We are requesting $10,000.00 to do this work.
BACKGROUND: East Bay Water will soon be letting a contract for the in-
stallation of a 66" water line adjacent to our trunk line in this area.
It is our intention to secure our slide areas before their contractor
starts his work.
RECOMMENDATION: Approve authorization so that corrective work may be
started promptly.

SUBJECT: Claim of $25.75 from Mrs. Carol Hout for sewer cleaning bill.
1. PROBLEM: Sewer stoppage at 895 Palmer Road, Walnut Creek, California
2. BACKGROUND: On Tuesday, February 27, 1973, Mrs. Hout called Roto-Rooter
Sewer Service to open her sewer line, and the service man got roots out
at the connection of main line. On March 7, 1973, the District received
a call to check our main line. Upon arrival, the crew found the 10"
line A plugged 75' upstream from MH 25 to MR 26. The stoppage consisted
of roots and was cleared with no difficulty. There was no damage and
the main line will be televised and repaired.
3. RECOMMENDATION: The bill for Roto-Rooter Service comes to $25.75 and since
our main was plugged and there is an indication of roots growing from our
main into the side sewer, I feel the claimant is entitled to a settlement.

SUBJECT: Annexation of Bryan Ranch (623 ac.), Danville area
1. PROBLEM: The Board has directed management to submit large annexations
for Board review. We enclose the letter of request and petition for
the Bryan Ranch. This property is on the edge of the proposed County
open space as shown on their draft plan.
2. BACKGROUND: This property is in Watershed 35 North. Service was
planned for it when the sewer was extended under LID 44 to its boundary.
Watershed charges will be used for offsite trunk work needed in Danville.
The development is in the County planning review stage and the necessary
reports including the Environmental Impact Statement have been prepared
and submitted.
3. RECOMMENDATION: (1) Approve request for annexation subject to availability
of capacity and possible future increases of fixture charges.
(2) Adopt Resolution of Application for District
Annexation No. 40 to include Bryan Ranch.

A portion of our property has been taxed as if it was -within
your district. Ohio Equities Inc. has an option to purchase
the property with the intention of developing a 900 unit
recreational residential community centered around a golf
course. In a recent interview you had with Mr. Dwight
Pate of Ohio Equities, you informed him that no portion
of our property lies within your district. This discovery*
suggests that an error has been made and we are checking
with the assessor. We hope that this situation can be
resolved and that the annexation of the entire property can
proceed as we had anticipated. Ohio Equities reports they
had relied upon evidence in title reports and tax codes in
their sewer planning and that you sent them a letter last
August stating sufficient capacity was adjacent to the property
for 1200 connections.
The above situation may be of no consequence in your pro-
ceedings and we hope that is the case.
Please see our zoning application to the county for definitive
details of the proposed development. About 165 acres will
be developed in residential. and recreational buildings requiring
sewer connections. The developers anticipate an absorpvian
rate of about ten years. Because of the cluster nature cf most
of the housing units, an ultimnate population of 2,500 to 2,300
peo�,�le is projected.

SUBJECT: AUrdORIZATION TO PROCEED WITH DISTRICT SEVERING PROJECT 2100,
RUDGEAR ROAD AREA, SOUTH OF WALNUT CREEK
LNGINEERS REPORT - BOARD MEETING, MAY 17, 1973
On August 17, 1973, the District Board authorized calling for bids for
District Seweriug Project 2100. At that time the plans and specifications
were signed by President Allan. The project was delayed at the request of
the County and it has come under the California environmental Quality Act
(ChQA) of 1970 and District Ordinance No. 89. The Hoard of Directors, on
April 19, 1973, resolved to make a Negative Declaration covering this project.
The Negative Declaration was filed with the County Clerk on April 26, 1973,
and has received no protest. Having satisfied the CEQA of. 1970 and District
Ordinance No. 89, we request that the Board take the following appropriate
action:
1. Determine that District Seweriug Project 2100 will have no signi-
ficant effect on the environment.
2. Re -approve District Sewering Project 2100 and authorize it to be
advertised with bids being, received on June 7, 1973.
The cost of construction is to be borne by Whitecliff homes as part
of their watershed trunk obligation. The estimated total project cost is
$162,000.00 and the District has collected $72,000.00 from a previous assess-
ment district and $28,950.00 prepayment from Whitecliff Homes. The project
will not be awarded until after Whitecliff Homes has established bank credit
covering their share of the cost of the project. as recommended by Mr. Bohn,
Cuunsel for th+: District.

SUBJECT: Agreement with. County --Sycamore Valley Road Project
(W.S. 35 South)
PROBLEM: The County is reconstructing and repositioning the intersection
of Tassajara and Sycamore Valley Roads. In the near future we will need
a sewer through this area. By installing 100' now, we can avoid a much
larger problem later.
BACKGROUND: The joint review of plans between our District and other
agencies leads to cooperative advance projects or portions thereof
occasionally. The County has agreed, at our request, to include 100'
of 8" sewer pipe in their contract to be installed by their contractor
at our expense. This work will be charged to Watershed 35 South.
RECOMMENDATION: Approve agreement and authorize execution by President
of Board.

SUBJECT: POLICY FOR APPLICATION OF SPECIAL SERVICE CHARGES TO
PUBLIC AGENCIES - ORDINANCE 86
1. PROBLEM: The manner of application of Special Service Charges to
public agencies.
2. BACKGROUND: We assume that the service charge will continue to apply
to commercial and privately owned properties including those with tax
exemptions. The question is a policy to cover all public owned
services and agencies.
For purposes of this memo and policies, we can break the public
agencies into the following categories.
1. Federal:
A. Post Office, John Muir Monument
B. Federally owned but locally administered
Buchanan Field
Housing Projects
2. State:
A. Division of Highway Maintenance
National Guard Armory
3. Cities:
A. City offices, P.W.D. Corp. yard, Police,
Recreational Facilities
B. Theaters, restaurants, land, etc. leased to private
operators, clubs or individuals.
C. Space and land leased to other governmental units.
4. County:
A. County offices, garage maintenance yards, etc.,
libraries, fire stations
B. Properties leased to individuals, firms
C. County Hospital, Juvenile Hall (contract)
Dog Pound (contract)
Buchanan Field
Housing Authorities
5. Special Districts:
A. School, fire, recreation
B. BARTD, EBMUD, Flood Control

3. RECOMMENDATION: Adopt a policy statement to guide staff in application
of Special Service Charges to public agency properties.
Suggested Policy Statement:
1. Federal and State laws and administrative regulations require
that each user of a sewer system pay its proportionate share of
the costs of said system, and this District has been informed
that it must apply charges to users having exemptions from the
District tax roll, and users demanding special services.
2. This District will avoid as long as permitted by Federal or
State laws special charges to local public agencies serving the
District and its taxpayers for normal governmental functions
where such agencies apply no service charges against the District.
Therefore, the following local governmental functions
are exempted from the District Special Service Charge until
further notice.
1. All regular governmental functions of cities and
special districts within the boundaries of this District.
2. Special districts whose boundaries are approximately
co -terminus to those of this District such as fire,
school, and recreation districts and whose primary
source of revenue is derived from the property tax
levied against taxpayers of Central Contra Costa
Sanitary District.
The above exempted governmental functions do not include land or
space leased to private operators, clubs, or individuals, or Federal,
State or County units, or facilities leased from other governmental
bodies and used for commercial operations.

SUBJECT: Combination of Study Watershed 21 with Watershed No. 22
1. PROBLEM: A watershed plan including a unit charge has never been
adopted for Study Watershed 21. A new trunk paralleling the old trunk
sewer is needed and there are still undeveloped properties within the
watershed area which only paid very nominal assessment charges as rural
properties in early local improvement districts.
2. BACKGROUND: Watershed Study area 21 was not previously established
under a plan and charge set up because it had been blanketed mostly
with an old local improvement district in the early days of the Sanitary
District and has experienced very little development. Therefore, under
the previous policy of not charging old local improvement districts new
watershed trunk charges and very little development outside the local
improvement district there was no point in establishing a charge. With
the policy change in this matter in 1972 and the authorization of local
improvement district proceedings for P.S.A. 49 occurring in Watershed 21,
accumulation of funds for paralleling the old trunk in segments (such
as Rahn Court) is now feasible. However, since this area is adjacent
to and has similar construction conditions to Watershed 22, a new de-
tailed study does not seem necessary.
3. RECOMMENDATION:
1. Expand the boundaries of Watershed 22 to include Watershed Study
area. 21.
2. Apply the Watershed 22 watershed trunk charges ($200 per unit)
to all new connections after giving credit for local improvement district
assessments paid.
3. Include the needed trunk facilities in the Watershed 22 program.
