SUBJECT: APPOINTMENT OF ROY BEARDEN TO THE POSITION OF EQUIPMENT
OPERATOR. SALARY RANGE 49-A, $914.00.
1. PROBLEM: This position has been authorized in the 1971-1974 Budget.
2. BACKGROUND: Mr. Bearden is our heavy equipment operator now. His
title is Maintenance Man II. This represents a change in title and
classification. Mr. Bearden has demonstrated his competence as an
operator.
3. RLCOMMENDATION: Approval.

SUBJECT: GRANT WATER LINE EASEMENT TO E.B.M.U.D: ACROSS DISTRICT
PARCEL WHICH LIES SOUTH OF ST. MARY'S ROAD
1. PROBLEM: E.B.M.U.D. wants to provide water service in this area but
they must cross the District's fee parcel in order to extend their
service.
2. BACKGROUND: Easement appears to be in most logical location for
economical extension of water service.
3. RECOMMENDATION: Approval - subject to replacement and relocation clause.

SUBJECT: LINE E-15 REPAIR. PLAT ATTACHED.
1. PROBLEM: The 240 feet of trunk line at St. Mary's Summit that we
repaired last January by lining should be paralleled before next
winter.
2. BACKGROUND: The existing 27" RCP ruptured last winter during a storm.
The pipe failed because the concrete pipe was damaged by sulfide
corrosion.
On Line E 1824 feet of the 27" RCP will become deficient in
capacity shortly after 1980 according to our 1966 sewerage survey by
Brown and Caldwell.
3. RECOMMENDATION: Design a trunk line to carry the ultimate capacity
for 1824 linear. -,feet. Construct a new junction structure and 300 feet
of line immediately to replace the corroded pipe. Construct the rest
of the 1824 linear feet when additional capacity is required.
We recommend authorization of $11,000.00 for design of the full
length and $20,000.00 for construction of 300 feet. The total
authorization would be $31,000.00

SUBJECT: APPOINTMENT OF RANDALL CROCKER TO THE POSITION OF
MAINTENANCE FOREMAN. SALARY RANGE 58-C $1,254.
1. PROBLEM: This position has been authorized in the 1973-1974 Budget.
2. BACKGROUND: Mr. Crocker has 15 years experience with the District.
Nine of those years he has been Leadman of our heavy repair crew.
This Foreman's position is in the sewer repair section and Mr. Crocker
is eminently qualified for the position.
3. RECOMMENDATION: Approval.

SUBJECT: CLAIM FOR $35.25 FROM MRS. HELEN EDMINSON FOR SEWER
CLEANING BILL.
1. PROBLEM: Sewer stoppage at 3769 Mosswood Drive, Lafayette, California
2. BACKGROUND: On Tuesday, May 8, 1973, Mrs. Edminson called Don's sewer
service to unplug her house line. After the man worked a while and
could not get the water to go down, he advised the lady to call us.
Upon arrival, the crew found the 6" easement line W-1 plugged 150'
upstream from MH. 134 to LH. 151. The stoppage consisted of roots and
was cleaned with no difficulty. Line will be excavated at that
location and repaired.
3. RECOMMENDATION: The bill for Don's sewer service comes to $35.25 and
since our main was plugged, I feel the claimant is entitled to a
settlement.

The developer of Tract 4394 wants to install a storm drain within
a portion of the District's exclusive sanitary sewer easement.
BACKGROUND:
The City of Walnut Creek assures us that this is the only location where
their storm drain can be installed. Therefore, staff has prepared a "Con-
sent to Joint Use of Exclusive Easement", subject to certain conditions -
re: The City must receive written approval from this District prior to any
construction and the City must relocate its facilities at its own expense
if the District deems this is necessary.
RECOMMENDATION•

SUBJECT: APPOINTMENT OF WILLIAM KATSULERES TO THE POSITION OF
MAINTENANCE LEADMAN. SALARY RANGE 52-C, $1,083.00
1. PROBLEM: This position has been authorized in the 1973-1974 Budget.
2. BACKGROUND: Mr. Katsuleres has been with the District for five years,
four of those as an assistant crew leader in the sewer repair section.
The position is in that section, and Mr. Katsuleres is well qualified
to fill it.
3. RECOMMENDATION: Approval.
