Support SB 1143 (Allen): PaintCare Expansion Act
As amended 8/15/2024
• Expands the existing paint product stewardship program, under PaintCare, to include ALL
paint and would no longer limit the program to architectural paints. The bill will also add
related products, such as finishes, glazes, and paint thinners.
• In 2023, the Legislature expanded the PaintCare program to include paint in aerosol cans
with the passage of AB 1526. SB 1143 further expands the program to provide California
consumers a more comprehensive and robust program for paint and paint -related products.
• These changes would not take effect until 1/1/2027, or the approved stewardship plan's
implementation date for those products, whichever occurs sooner, allowing the Department
of Resources and Recycling and PaintCare ample time to update the existing program.
This bill is supported by 45 local governments, waste haulers and recyclers, environmental
organizations, NGOs, and national and statewide associations.
