BAILEY, GENERAL MANAGER RECEIVE ANNUAL RIGHT-OF-WAY REPORT As noted in the attached Fiscal Year (FY) 2023-24 Annual Right -of -Way Report, Central San recorded 24 right of way documents. The Board of Directors (Board) has delegated to the General Manager, or their designee, the authority to execute and record Irrevocable Offers of Dedication (Resolution 1990-017), Real Property Agreements for Class 1 or existing Class 2 encroachments (Resolution 2021-008), easements that were obtained voluntarily and at no cost (Resolution 2023-002), and quitclaims (Resolution 2023-053). A total of 16 documents (or 67 percent) were executed by staff in the following categories: • Resolution 1990-017 for Irrevocable Offers of Dedication: 6 • Resolution 2021-008 for Real Property Agreements (Class 1 or existing Class 2): 5 • Resolution 2023-002 for (no -cost) easements: 4 • Resolution 2023-053 for quitclaims: 1 Real Property Agreements for proposed Class 2 encroachments and easements (that were either not voluntary or paid for by Central San) are presented to the Board for consideration on a case -by -case basis. A total of 8 documents (or 33 percent) were approved by the Board and authorized by Resolution: • Quitclaims:7 • Grant of Easement: 1 Additionally, the delegation for staff to address quitclaims was approved by the Board in January 2024. These 7 items will reduce the number of matters brought to the Board for FY 2024-25. Staff will be available during the meeting to answer any questions about the FY 2023-24 Annual Right -of - Way Report.
