ISSUE
Pollution Prevention Week begins each year on the third Monday in September. This event is recognized
nationally and is used to encourage pollution prevention awareness. Central San has actively supported
Pollution Prevention Week since it started in California in 1993, including adopting a yearly resolution
proclaiming Pollution Prevention Week in Central San's service area.

Central San's Pollution Prevention Week activities include:

Adopt Resolution No. 2024-027 to encourage and promote pollution prevention and to declare September
16-22, 2024 as Pollution Prevention Week at Central San.

A RESOLUTION OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT
DECLARING POLLUTION PREVENTION WEEK
WHEREAS, it is the mission of the Central Contra Costa Sanitary District to protect
public health and the environment; and
WHEREAS, the presence of hazardous substances in homes and businesses in the
Central Contra Costa Sanitary District service area, which could be improperly
discharged to sanitary sewers or storm drains, creates a potential threat to public health
and the environment; and
WHEREAS, the United States Environmental Protection Agency, State Water
Resources Control Board, and the San Francisco Bay Regional Water Quality Control
Board support reducing hazardous discharges at the source through more efficient use,
conservation, product substitution, recycling, reuse, and waste reduction, which is
termed pollution prevention; and
WHEREAS, pollution prevention techniques will reduce the amount of hazardous
substances being discharged to sanitary sewers and storm drains; and
WHEREAS, the Central Contra Costa Sanitary District accepts and properly disposes of
household and commercially -generated hazardous waste from the cities of Clayton,
Concord, Danville, Lafayette, Martinez, Moraga, Orinda, Pleasant Hill, San Ramon, and
Walnut Creek, and the unincorporated communities in central Contra Costa County, and
adopting pollution prevention measures will reduce the amount, cost of handling, and
proper disposal of this waste; and
WHEREAS, since our Household Hazardous Waste Collection Facility opened in 1997
over 734,000 residential and small business customers have been served by collecting
nearly 51 million pounds of hazardous waste, of which over 89 percent was used
beneficially through reuse, recycling, and fuel substitution, leaving only 0.3 percent to
landfill and the remaining 10.7 percent to treatment and thermal destruction; and
WHEREAS, the Central Contra Costa Sanitary District continued the Pharmaceutical
Collection Program with its remaining partners, which includes the Contra Costa County
Office of the Sheriff, the communities of Alamo and Walnut Creek, and the service
organizations of RecycleSmart and Republic Services of Contra Costa County, to
provide free collection and proper disposal of over 168,000 pounds of unwanted or
expired residential pharmaceutical waste in central Contra Costa County since February
2009; and
WHEREAS, the Central Contra Costa Sanitary District, a certified green business, is
partnering with other agencies and businesses in the county to certify and recognize

green businesses through the Contra Costa Green Business Program; and
WHEREAS, the Central Contra Costa Sanitary District is partnering with the Contra
Costa Clean Water Program to inspect businesses to reduce storm water pollution; and
WHEREAS, the Central Contra Costa Sanitary District is partnering with the Mt. View
Sanitary District to provide environmental compliance inspection services to reduce
pollution at its source in their service area; and
WHEREAS, the Central Contra Costa Sanitary District conducts and supports programs
to educate customers about pollution prevention and how critical the proper use,
storage, and disposal of hazardous substances in the household and workplace are to
protecting the environment; and
WHEREAS, the Central Contra Costa Sanitary District offers educational programs in
the areas of water quality, pollution prevention, wastewater treatment, water supply, and
the aquatic life of the Sacramento -San Joaquin Delta for more than 23,000 elementary,
middle, and high school students in its service area; and
WHEREAS, the Central Contra Costa Sanitary District is a Visionary Partner of
Sustainable Contra Costa and conducts its Annual Pollution Prevention Week
Recognition Program, which includes Recycled Water Champions, Water Quality
Community Partners, a Pollution Prevention Partner, and Pollution Prevention Award
Winners, to honor Central San customers that conserve and protect water quality and
the environment, at Sustainable Contra Costa's 16t" Annual Leadership In Sustainability
Awards Gala on the evening of Tuesday, September 18, 2024; and
WHEREAS, Monday, September 16 through Sunday, September 22, 2024, is
recognized nationally as Pollution Prevention Week.
NOW, THEREFORE, BE IT RESOLVED that it is the policy of the Central Contra Costa
Sanitary District to encourage and promote pollution prevention practices, technologies,
and education that will reduce the discharge of hazardous substances to sanitary
sewers and storm drains; and
BE IT FURTHER RESOLVED that the Board of Directors declares that September 16
through September 22, 2024, be recognized within the Central Contra Costa Sanitary
District as Pollution Prevention Week.
