ISSUE
Board of Directors approval is needed when adding a position that will increase the total number of full-
time benefited positions. Currently, a limited duration position was approved for the Operations
Optimization Division as part of the fiscal year 2024-25 budget. However, the work requirements for the
division exceed that of a limited duration position and require a permanent employee to assist with multiple
long-term projects and supervise existing staff.
BACKGROUND
The recently formed Optimization Division brings together the core asset management expertise through
asset management information systems platforms (Geographic Information Systems 2D and 3D,
Computerized Maintenance Management System, etc.), plant process controls expertise through designs
and management of Supervisory Control and Data Acquisition (SCADA) and Program Logic Controller
(PLC) systems, and integrated capital planning and design for the entire Wastewater Treatment Plant.
Over the past 12 months, the Optimization Division has experienced a significant increase in workload.
The Optimization Division is currently undertaking multiple projects that have grown in complexity and
require the skills, expertise, and experience of a Senior Engineer. Some of these projects include:
• Secondary Clarifier and Channel Improvements (District Project (DP) 100047) Optimization
Evaluations, Final Design & Construction
• Membrane Aerated Bioreactor (MABR) Process Intensification for Nutrient Removal Pilot Project
• Odor Control Facilities Improvements DP 100069 Planning, Optimization Evaluations and
Preliminary Design

• Energy Optimization Roadmap Planning and Preliminary Design
• Smart Utility Projects such as CAD/ Building Information Modeling (BIM)
• Standards Development, Asset Handover Improvements, Aquasight Pilot Project, etc.
• Steam Turbine Generator Preliminary Design
• Implementing initiatives of the Asset Management five-year plan
To address the project -based increase in workload as mentioned above, a new limited duration position for
a Senior Engineer was included in the recently adopted fiscal year 2024-25. The limited duration positions
cannot exceed a five-year term.
However, on July 10, 2024, the San Francisco Bay Regional Water Quality Control Board approved the
Regional Nutrient Watershed Permit that is considered the single most impactful regulation since the 1972
enactment of the Clean Water Act. The proposed nutrient reduction mandates in the permit could result in
a financial impact of approximately $665 million for Central San.
To ensure that Central San can analyze, develop, and implement long-term regional solutions that meet the
permit conditions, are fiscally responsible, and embody multiple benefits, such as large-scale recycled
water projects, staff is requesting the transition of this position from a limited duration to a permanent full-
time position. This position would be responsible for managing the development of the Nutrient
Management Road Map and pre -design for the future as well as the projects mentioned above. The
Senior Engineer will work cross -functionally with other ongoing capital projects to maximize the lifecycle
value of existing assets and the development of a Central San Nutrient Management Policy.
The transition of the limited duration Senior Engineer position to a permanent Senior Engineer position will
allow the Division to meet both short- and long-term strategic goals that will drive sustained growth,
innovation, and operational excellence for Central San.
ALTERNATIVES/CONSIDERATIONS
Do not approve the transition of the Limited Duration position to a permanent position. If this action is not
approved, the Optimization Division will not be effectively staffed to address all the future and long-term
needs of Central San.
FINANCIAL IMPACTS
There is currently no cost associated with this action as a Limited Duration Position has already been
approved. In the future, the cost associated with the permanent position would be included as part of the
yearly budget process.

The Administration Committee reviewed this matter at its August 6, 2024 meeting and recommended
