ISSUE
On July 2, 2024, four (4) sealed bids were received and opened for the construction of the POB Parking
Lot Improvements, District Project 100067 (Project). The Board of Directors (Board) must award the
contract or reject bids within 50 days of the bid opening. Authorization is also required for the General
Manager to execute a Construction Contract in an amount over $200,000.
BACKGROUND
The POB parking lot paving and security cameras have been in use for decades and have reached the
end of their useful life. As a result, this project will replace the vehicle automated gate, security equipment,
and upgrades; make paving and concrete sidewalk improvements; and install a new staff entrance for
Operations based on the latest security recommendation by Central San's consultant, Guidepost
Solutions.
In addition, this project will make improvements to the security badging system for employee access,
provide new camera locations and information technology improvements, add more parking spaces in the
POB lot, and expand the laboratory parking area. I n total, twenty-one (21) additional parking spaces will
result from the project. These new spaces are needed to accommodate employee parking as new security

measures have been implemented to eliminate personal parking within the treatment plant and for event
parking at the Multipurpose room. The POB and Laboratory areas are known for contaminated soil; and
due to the likelihood of encountering contamination, removal and disposal of the materials have been
included into the scope of the contract as it pertains to the planned excavations. The project is located at
the Martinez campus outside the treatment plant, as shown in Attachment 1.
Central San prepared the plans and specifications for the project. The Engineer's Estimate for
construction was $750,000. This project was advertised on June 12 and June 17, 2024. Bids ranging from
$854,200 to $1,090,000 were received and publicly opened on July 2, 2024. The Capital Projects
Division conducted a technical and commercial review of the bids and determined that Cato's General
Engineering, I nc. is the lowest responsive and responsible bidder. The low bidder did not include a
Certificate of Reported Compliance for the I n-Use Off -Road Diesel -Fueled Fleets Program; however,
staff confirmed that the low bidder is properly registered and the failure to submit the certificate is
immaterial. References provided for Cato's General Engineering were contacted, and staff received
satisfactory feedback. A summary of bids received is shown in Attachment 2.
Central San will administer the construction contract and provide contract administration, office
engineering, inspection, and submittal review.
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA):
Staff has concluded that this project is exempt from the California Environmental Quality Act (CEQA)
under Central San's CEQA Guidelines Section because it involves minor alterations to existing public
facilities involving no expansion of use. Approval of this project will establish the Board of Directors'
independent finding that this project is exempt from CEQA.
ALTERNATIVES/CONSIDERATIONS
Central San has hired a security consultant, Guidepost Solutions, to assist in planning, specifying,
prioritizing, and recommending security improvements. This project includes services provided by
Guidepost Solutions and the approval of Central San's Risk Management staff.
Reject all bids, which is not recommended due to the needed infrastructure replacement and improved
security measures for the project area.
FINANCIAL IMPACTS
The total estimated project cost is $1,347,000, which includes planning, design, consultant, construction
contract, contingency, and staff costs as detailed in Attachment 3.
This project is being funded by two budgets included in the Fiscal Year 2024-25 Budget. These budgets
are on page 300, Security Improvements District Project (DP) No. 100033, and page 305, POD Parking
Lot Improvements DP No. 100067. Combined, the total estimated budget to date is $1,350,000. There is
adequate funding this fiscal year for the project or proposed improvements.
COMMITTEE RECOMMENDATION
The Engineering and Operations Committee reviewed this matter at its special meeting on July 15, 2024
and recommended

RECOMMENDED BOARD ACTION
Staff recommends the following:
1. Award a construction contract in the amount of $854,200 for the construction of the POB Parking Lot
Improvements, District Project 100067 to Cato's General Engineering, Inc., the lowest responsive and
responsible bidder; and
2. Authorize the General Manager to execute the project contract documents subject to submittal
requirements; and
3. Find that the Project is exempt from CEQA.
