ISSUE: All work has been completed on the Aeration Air Renovations, Phase 2,
District Project 7274, and this project can now be closed out.
RECOMMENDATION: Close out the project.
FINANCIAL IMPACTS: This closeout will result in $546,684 being returned to the
Treatment Plant Program. Attachment 1 shows the project expenditures by category.
ALTERNATIVES/CONSIDERATIONS: Not applicable.
BACKGROUND: The aeration basins have experienced air leaks from the floor of the
air plenum boxes for many years. Based on several demonstration projects completed
in the summer of 2007, repair of the air plenum boxes was accomplished using a
pressure grouting method. The pressure grouting sealed the cracking within the
structure's foundation slab and filled voids in the underlying base rock to increase
stability of the A/N tank structure.
Phase 1 of this project was completed in 2008 and repaired the air plenums in Tank 1.
The subject project, Phase 2, made repairs in Tank 2. Actuators were replaced on the
24-inch aeration air headers and the cracks in the concrete foundation were repaired.
Other items accomplished included replacing the groundwater relief valves, replacing
diffuser retainer rings and associated hardware.
On March 5, 2009, the Board of Directors authorized the award of a construction
contract for this work to F. D. Thomas, Inc: The Contractor was issued a Notice to
Proceed that was effective April 13, 2009, with a completion date of December 8, 2009.
The project was accepted by the Board on November 19, 2009.
The original construction contract amount was $1,823,101. There was.one deductive
change order issued in the total amount of $-231,043. The large credit was due to
savings in grout that was injected compared to the bid quantity, and three air header

valve actuators were not installed due to operational constraints. The total amount paid
to the Contractor was $1,592,058.
The total authorized budget for the project was $2,372,000, which included a
contingency of $236,899. The total project cost was $1,825,316, which is
approximately 23 percent less than the budgeted amount. The project closeout will
result in $546,684 being returned to the Treatment Plant Program (see Attachment 1
for Expenditure Summary).
RECOMMENDED BOARD ACTION: This item is presented to the Board of Directors
for information. No action is necessary.
