ISSUE: All work has been completed on the Treatment Plant Piping Renovations,
Phase 4, District Project 7216, and this project can now be closed out.
RECOMMENDATION: Close out the project.
FINANCIAL IMPACTS: This closeout will result in approximately $165,666 being
returned to the Treatment Plant Program. Attachment 1 shows the project expenditures
by category.
ALTERNATIVES/CONSIDERATIONS: Not applicable.
BACKGROUND: During the construction of the secondary treatment facilities in the
early 1970s, numerous piping systems were installed throughout the treatment plant.
These pipes carry the processed wastewater, sludge, steam, air, and other utility
services between the various sections of the treatment plant. These pipes have been
in place for over thirty years and are showing signs of deterioration. For example, the
discharge piping in the north return activated sludge (RAS) pumping station has
developed leaks through the pipe wall requiring patching by maintenance staff. On
other more recently constructed piping systems, such as the ash collection and
transport piping, leaks have developed as the ash has eroded through the steel pipe
walls (see Attachment 2 for Project location).
Phase 4 of the Piping Renovations Project focused on replacing the discharge piping at
the RAS pumping station, the north and south ash pipelines from the furnaces up to the
filters on the third floor of the Solids Conditioning Building (SCB), the polyvinyl chloride
(PVC) piping on the sodium hydroxide storage and feed system at the Ultraviolet (UV)
Facility, and two corroded drain lines in the SCB. In addition, six influent channel slide
gates were replaced at the UV Facility.

On March 5, 2009, the Board of Directors authorized the award of a construction
contract for this work to C. Overaa and Company. The Contractor was issued a
Notice to Proceed that was effective April 24, 2009, with a completion date of
January 24, 2010. The project was accepted by the Board on December 3, 2009.
The original construction contract amount was $810,000. There were seven
construction change orders issued in the total amount of $31,984. Change orders were
issued to replace additional deteriorated pipe. The total amount paid to the Contractor
was $841,984.
The total authorized budget for the project was $1,350,000, which included a
contingency of $162,000. The total project cost was $1,184,334, which is
approximately 12 percent less than the budgeted amount. The project closeout will
result in $165,666 being returned to the Treatment Plant Program (see Attachment 1
for Expenditure Summary).
RECOMMENDED BOARD ACTION: This item is presented to the Board of Directors
for information. No action is necessary.
