ISSUE: All work has been completed on the Plant Control System Improvements,
District Project 7204, and this project can now be closed out.
RECOMMENDATION: Close out the project.
FINANCIAL IMPACTS: This closeout will result in approximately $329,667 being
returned to the Treatment Plant Program. Attachment 1 shows the project expenditures
by category.
ALTERNATIVES/CONSIDERATIONS: Not applicable.
BACKGROUND: The secondary treatment portion of the treatment plant was put into
operation in 1976 as one of the first computer-controlled treatment plants in the country.
The treatment plant's original central computer system was installed to provide all of the
automatic control algorithms for the treatment plant. For nearly 30 years, treatment
plant staff have upgraded and maintained the existing control system.
Hardware replaced by this project includes high-speed computers, central processing
units, power supplies, workstations, network switches, and Programmable Logic
Controllers (PLCs). The first phase of the work replaced the main server and installed
the new control system, including the programming and system integration. In the
second phase, the remaining equipment was installed, including workstations, monitors,
and printers.
On September 15, 2005, the Board of Directors authorized the award of a construction
contract for this work to Transdyn Controls. The Contractor was issued a Notice to
Proceed that was effective October 21, 2005. The project was accepted by the Board
of Directors on December 20, 2007. The 2-year warrantee period expired on
December 20, 2009.

The original construction contract amount was $1,286,000. There were four
construction change orders issued in the total amount of $69,040. The total amount
paid to the Contractor was $1,355,040.
The total authorized budget for the project was $3,091,000, which included a
contingency of $423,000. The total project cost was $2,761,333, which is
approximately 10 percent less than the budgeted amount. The project closeout will
result in $329,667 being returned to the Treatment Plant Program (see Attachment 1
for Expenditure Summary).
RECOMMENDED BOARD ACTION: This item is presented to the Board of Directors
for information. No action is necessary.
