ISSUE: All work has been completed on the Northern Pumping Stations Upgrades,
District Project 5971, and this project can now be closed out.
RECOMMENDATION: Close out the project.
FINANCIAL IMPACTS: This closeout will result in approximately $20,000 being
returned to the Collection System Program. Attachment 1 shows the project
expenditures by category.
ALTERNATIVES/CONSIDERATIONS: Not applicable.
BACKGROUND: The Northern Pumping Stations Upgrades project implemented a
number of improvements needed at various pumping stations. At the Concord
Industrial Pumping Station the project replaced obsolete variable frequency drives,
installed a new grinder, programmed complex SCADA control system, and added other
operational and safety improvements. The Clyde Pumping Station was equipped with a
new standby generator and flood protection measures. An emergency bypass vault
and pump connections were installed at the Martinez Pumping Station. A replacement
bar screen was installed at Orinda Crossroads, and new valve vault covers were placed
at Maltby Pumping Station. All work was performed at existing operational facilities and
required close coordination with pumping stations staff to minimize operational
disruptions across several pumping stations.
On June 4, 2009, the Board of Directors authorized the award of a construction contract
for this work to California Trenchless, Inc. The Contractor was issued a Notice to
Proceed that was effective June 24, 2009, with a completion date of November 21,
2009. The project was accepted by the Board on April 1, 2010.

The original construction contract amount was $619,000. There was one (1)
construction change order issued in the amount of $21,675. The total amount paid to
the Contractor was $640,675.
The total authorized budget for the project was $1,361,000, which included a
contingency of $124,000. The total project cost was $1,341,000, which is
approximately 1 percent less than the budgeted amount (see Attachment 1 for
Expenditure Summary).
RECOMMENDED BOARD ACTION: This item is presented to the Board of Directors
for information. No action is necessary.
