ISSUE: All work has been completed on the Sewer TV Inspection Project, District
Project 5547, and this project can now be closed out.
RECOMMENDATION: Close out the project.
FINANCIAL IMPACTS: This closeout will result in approximately $351,210 being
returned to the Collection System Program. Attachment 1 shows the project
expenditures by category.
ALTERNATIVES/CONSIDERATIONS: Not applicable.
BACKGROUND: In 2002, the District began the Sewer TV Inspection Program. The
intention of this program was to assess the condition of the collection system by
televising every sewer in the District. The scope of work was bid in seven (7) different
phases. Almost the entire service area has been inspected and the data has been
used for planning sewer renovation projects. Outstanding work entails completing
complex segments (force mains, siphons, and tunnels).
The sewer inspection. program included extensive coordination with Collection System
Operations (CSO) as hundreds of sewer system defects were discovered and
communicated to CSO. Follow-up work will include evaluating sewer manhole
conditions and repairs, addressing easement encroachments, and using the results in
an asset management plan for the collection system. In accordance with the District's
SSMP requirement, the results will also be used to establish a future sewer television
inspection schedule. The details of the future inspection program will be presented to
the Board for input prior to implementation.

The Board of Directors authorized the award of service contracts for this work to
Roto-Rooter on August 9, 2001; April 17, 2003; July 15, 2004; June 2, 2005; June 7,
2007; September 4, 2008; and August 4, 2009. In all cases, Roto-Rooter was the
lowest cost of several bidders. The Contractor was issued Notices to Proceed that
were effective from 2002 through 2008, with a completion date for the final phases
(Phase 6 and Phase A = Minicam) of June 30, 2010.
The original contracts were unit price agreements with estimated quantities of work.
There were no cost change orders. The total amount paid to the Contractor for all
seven phases was $6,101,544.
The total authorized budget for the project was $7,792,000, which included a
contingency of $15,000. The total project cost was $7,440,790, which is approximately
4.5 percent less than the budgeted amount. The project closeout will result in
$351,210 being returned to the Collection System Program (see Attachment 1 for
Expenditure Summary).
RECOMMENDED BOARD ACTION: This item is presented to the Board of Directors
for information. No action is necessary.
