ISSUE: Modifications to job classification descriptions require Board approval.
RECOMMENDATION: Adopt the revised job classification descriptions for the Director
of Plant Operations and the Director of Collection System Operations.
FINANCIAL IMPACTS: None.
ALTERNATIVES/CONSIDERATIONS: Do not adopt the changes, or modify as
desired.
BACKGROUND: The current department director positions at the Plant and Collection
System Operations are vacant due to the retirements of the incumbents. Staff has
reviewed the class descriptions for these positions and is proposing some modifications
to make them consistent. The Human Resources Committee reviewed the proposed
changes and recommends the descriptions as attached.
The Management Group representatives have reviewed and approved the changes.
RECOMMENDED BOARD ACTION: Adopt the revised job classification descriptions
for the Director of Plant Operations and the Director of Collection System Operations.

Knowledge of:
Principles and techniques of organization, management, personnel
administration, budgeting, cost control, and staff development including and
understanding the importance of authority, responsibility, accountability,

Engineering principles, methods, and practices as applied to the operation of a
wide variety of wastewater treatment processes.
Principles, methods, and techniques of implementing comprehensive
maintenance programs.
Principles of financial management, budgeting, and cost control.
Principles of operation and maintenance of equipment and instruments common
to a modern wastewater treatmenUreclamation facility.
Principles, practices, and methods of problem identification and data analyzing
techniques including critical path scheduling techniques.
Principles and practices of industrial safety regulations and guidelines.
