The terms of Dwight Meadows. (Representative) and George Schmidt (Alternate), who
are our Special District representatives on LAFCO, expire on May 3, 2010.
An election will be held at the Contra Costa Special Districts meeting on April 19, 2010.
President McGill is the District's representative to the Contra Costa Special Districts
Association and it is appropriate for him to receive Board input on who should receive
the District's vote at the LAFCO election.
Attached is a letter dated April 2, 2010 from Lou Ann Texeira, LAFCO Executive Officer,
stating that, as of April 2, the candidate line-up was as follows:
Special District Representative to LAFCO
Dwight Meadows, Contra Costa Resource Conservation District (Incumbent)
Darnell Turner, Los Medanos Community Healthcare District
Alternate Representative to LAFCO
George Schmidt, West County Wastewater District (Incumbent)
The Board will be notified if additional nominations are made prior to LAFCO's April 9,
2010 filing deadline.
The Board may vote to do the following:
1. Direct President McGill to vote for the incumbent, Dwight Meadows, or to vote for
Darnell Turner for the position of Representative.
2. Direct President McGill to vote for George Schmidt as Alternate.
3. Provide no direction.

Selection Committee (1SDSC) ~7eeting Monda~~, April 19, 2010
This is a final reminder and transmittal of the meeting agenda (attached) for the upcoming ISDSC meeting,
scheduled for Monday, April 19, 2010 in conjunction with the quarterly meeting of the Contra Costa
Special Districts Association (CCSDA). The CCSDA meeting will begin at 6:00 p.m., and the election will
take place immediately following this meeting (benvecn 7:00 and 7:45 p.m.). The meeting will be held at
the Pleasant Hil] Community Center located at 320 Civic Drive in Pleasant ! lill.
The purpose of this meeting is to select two special district members to LAFCO: one regular scat currently
held by Dwight Meadows, and the alternate seat currently held by George Schmidt. The term of office for
these seats is four years, ending May 2014.
This memo is a follow-up to the previous correspondence sent on March 1 and February 4, announcing the
vacancies, requesting the name of each district's voting delegate, and calling for nominations.
Voting Delegates - If your district has not already done so, please provide the LAFCO office with the
name of your district's voting delegate. Please note that only the presiding officer, or another member of
your governing board appointed by the board, can vote at this meeting. General Managers and legal
counsel are not able to represent the District. (Government Code 556332)
To date, we have received confirmation from I I districts regarding their voting delegates as shown shaded
on the attached list. The other 19 names listed on the attached arc carryover from the January 25, 2010
ISDSC meeting. Please contact the LAFCO office to confirm your district's voting delegate. ~Vitlzout a

1. John Wyro (Moraga Orinda Fire District), Chair, Independent Special District Selection
Committee (ISDSC) called the meeting to order at approximately 10:15 a.m.
2. LAFCO Executive Officer Texeira called the roll of Independent Special Districts. It was
determined that a quorum was present, with voting representatives attending from 24 of the
44 independent special districts in Contra Costa County.
3. Public Comment - no speakers
4. Report from the Special District Selection Committee Procedures Subcommittee - LAFCO
Executive Officer Texeira introduced the.item, provided an overview of the subcommittee's
work and the proposed revisions to the procedures. There was brief discussion regarding the
proposed revisions. Upon motion by Primo Facchini, Alamo-Lafayette Cemetery District,
second by Tom Williams, Reclamation District 830, the revisions, as proposed, were
approved.
5. Announcements by Committee or other members. John Wyro thanked the Procedures
Subcommittee for their work. Grace Ellis, Mt. Diablo Healthcare District, announced a
vacancy on her district's board.
6. Upon motion. by Tom Williams, second by Marguerite Lawry, Bethel Island Municipal
Improvement District, the meeting was adjourned at approximately 10:30 a.m.

Committee.(ISDSC) called the meeting to order at approximately 7:00 pm.
2. LAFCO Executive Officer Texeira called the roll of Independent Special Districts. It was
determined that a quorum was present, with voting representatives attending from 33 of the
44 independent special districts im Contra Costa County.
3. Public Comment - no speakers
4. Upon motion by David Piepho, Town of Discovery Bay Community Services District,
second by Primp Facchini, Alamo-Lafayette Cemetery District, the minutes of the April 17,
2006 meeting were approved as presented.
5. Executive Officer Texeira distributed a roster of Independent Special Districts in Contra
Costa County for signature by the voting representative of each district. Texeira announced
the names of two candidates for the REGULAR Special District Member seat. No
nominations were received from the floor. Candidate statements were presented by David
Piepho (Town of Discovery Bay Community Services District) and George Schmidt (West
County Wastewater District). Ballots were distributed, collected and tallied by the LAFCO
Executive Officer for the REGULAR Special District Member seat. Texeira then announced
the results and that David Piepho was elected to serve as a Regular Special District Member
on LAFCO for a term of office ending May 2012. The vote tally was: Piepho - 23 and
Schmidt - 10. A list of the votes cast by district is available through the LAFCO office.
6. ISDSC Procedures Subcommittee - LAFCO Executive Officer Texeira announced that the
ISDSC Procedures Subcommittee, composed of David Piepho, Mike Yeraka (Diablo Water
District), John Wyro,.and Lou Ann Texeira would meet to review the current procedures and
present any proposed revisions to the full committee prior to the next election.
7. There were no requests from committee members or others.
8. The meeting was adjourned at approximately 7:25 pm.

My name is GEORGE H. SCHMIDT. [have been serving as the Independent Special District
alternate representative on the Contra Costa LAFCO for the past 11 years. I am asking for your
District's vote to reelect me as the Contra Costa Special Districts Association alternate member
on LAFCO.
The West County Wastewater District (WCWD) Board unanimously nominated me as their
candidate for this LAFCO position. Since being elected a WCWD Board member in November
1992 I have regularly attended California Association of Sanitation Agency (CASA)
Conferences, Contra Costa Special District Association (CCSDA) quarterly meetings, Sanitation
acid Water Agency (SAWA) quarterly meetings and the California Special Districts Association
(CSDA) Annual meeting in order to keep up with Special District concerns. As you know
Independent Special Districts are often a target for take over or consolidation to become
dependent as a means to gain access to their reserve funds. Maintaining experienced Special
District representatives on the Contra Costa LAFCO is essential to deal with this ongoing
problem.
Asa 41 year resident of Richmond and Contra Costa County I have spent countless hours,
working on Committees for the betterment of my community. I have had a lifelong interest in
City and area planning. T am interested in and believe in reasonable growth and development. I
am most familiar with West County issues. However, having served as one of your
representatives on the Contra Costa LAFCO for the past 11 years I have learned much about the
issues facing Central and East County.
As your alternate representative on the Contra Costa LAFCO I will continue to spend the time
necessary to learn the issues, including discussions with those affected by the Contra Costa
LAFCO decisions, I will strive to be objective in reaching decisions on annexations and other
matters that come before LAFCO.
I believe my background and work experience makes me an ideal candidate to.continue in the
position as an Independent Special District alternate member on the Contra Costa LAFCO. As an
elected board member of an Enterprise District, I have no ties with City or County officials that
will unduly influence my vote.
Please be sure to have your voting representative attend the meeting of the Independent Special
Districts Selection Committee at 7:00 p.~n. on April 19, 2010 and cast your VOTE FOR ME to
continue as your alternate member on the Contra Costa LAFCO.
