ISSUE: The Board of Directors authorization is required for execution of contracts
exceeding $50,000.
RECOMMENDATION: Authorize the General Manager to execute a contract with
Perkin Elmer Health Sciences Inc. for the purchase and implementation of a new
Laboratory Information Management System (LIMB).
FINANCIAL IMPACTS: The agreement for the purchase and implementation of the
LIMB data system is $156,078, and is budgeted in the Information Technology (IT)
Development section of the Capital Improvement Budget.
ALTERNATIVES/CONSIDERATIONS: Alternatives to executing this contract with
Perkin Elmer include; 1) award to a different proposer, 2) solicit new proposals, 3) don't
replace the existing LIMB. None of the above alternatives is recommended by staff.
BACKGROUND: The District's laboratory currently uses the LabVantage Solutions
LIMB that was purchased in 1994. The system is outdated and no longer supported by
LabVantage. Anew LIMB system is needed to comply with the District's data archiving
and reporting requirements.
A District committee, consisting of Purchasing, Laboratory and Information Technology
personnel, was formed to identify the LIMB requirements, develop a scope of work, and
evaluate the final proposals. A Request for Proposals (RFP) was issued and three
proposals were received on October 8, 2009.

The following three proposals were received:
Perkin Elmer Health Sciences Inc. $156,078
Accelerated Technology Laboratories Inc. $182,745
Promium, LLC $226,035
The total project cost is estimated to be approximately $179,490 which includes a
15 percent contingency.
The committee used the following criteria to evaluate and recommend award of the
LIMB software and its implementation: 1) design and functionality, 2) cost,
3) implementation methodology, 4) support, 5) qualifications, and 6) merit of proposal.
After extensive review of the proposals, Perkin Elmer Health Sciences Inc. scored
highest in all evaluation categories. The Perkin Elmer's selection was based on their
proposed design, implementation, cost, and financial stability.
The Board Capital Projects Committee is recommending awarding the LIMB contract to
Perkin Elmer.
RECOMMENDED BOARD ACTION: Authorize the General Manager to execute a
contract with Perkin Elmer Health Sciences for the purchase and implementation of a
new Laboratory Information Management System (LIMB).
