ISSUE: All work has been completed on the Lafayette Sewer Renovations, Phase 5,
District Project 5977, and this project can now be closed out.
RECOMMENDATION: Close out the project.
FINANCIAL IMPACTS: This closeout will result in approximately $4,000 being returned
to the Collection System Program. Attachment 1 shows the project expenditures by
category.
ALTERNATIVES/CONSIDERATIONS: Not applicable.
BACKGROUND: The Lafayette Sewer Renovation, Phase 5 Project included
renovating approximately 10,600 feet of 6-inch to 15-inch sewer in Lafayette and
Moraga. Both open-cut and pipe-bursting methods were used. In addition, one
emergency project and one urgent project were added to this project.
The emergency repair was the replacement of a leaking creek crossing and adjacent
piping in Lafayette off.of Mosswood Drive. In addition to replacing the creek crossing
pipe, about 15 feet of the downstream sewer was replaced to eliminate a severe belly,.
and a new manhole was installed upstream of the creek crossing to facilitate bypass
pumping for replacement of the creek crossing pipe. The Board declared the
emergency on November 13, 2008. The emergency work was completed on
December 12, 2008, and the Board terminated the declared emergency on
December 18, 2008. The total cost of the emergency work was $76,317.
The urgent project was the pipe bursting of a 6-inch sewer on Contra Costa Boulevard
in Pleasant Hill at Crescent Drive. The line was damaged by the installation of two
grounding rods for a PG&E vault. On May 5, 2008, PG&E removed the two grounding
rods that had been driven through the 6-inch sewer. The location of the damage was
underneath a PG&E vault, and the sewer in this location is under ared-colored

concrete sidewalk with six trees and two PG&E vaults. It was impractical to excavate
for an open-cut repair. CSO attempted to repair the damage internally using its
Perma-Liner cured-in-place pipe point-repair method with limited success. CSO was
maintaining this line on a two-week basis and the line was getting progressively worse.
CSO requested Engineering replace the 6-inch pipe. The pipe-bursting repair was
added to this project as the Contractor was already doing extensive pipe bursting. The
total cost of the urgent work was $41,200. District Risk Management staff is currently
negotiating with PG&E for reimbursement of a portion of the construction costs.
On July 3, 2008, the Board of Directors authorized the award of a construction contract
for this work to K. J. Woods Construction, Inc. The Contractor was issued a Notice to
Proceed that was effective August 18, 2008, with a completion date of February 6,
2009. The project was accepted by the Board on April 2, 2009.
The original construction contract amount was $1,238,999. There were five (5)
construction change orders, covering 16 separate items, issued in the total amount of
$263,079. The total amount paid to the Contractor was $1,428,104.
The total authorized budget for the project was $1,980,000, which included a
contingency of $263,000. The total project cost was $1,976,059, which is
approximately 0.2 percent less than the budgeted amount. The project closeout will
result in $3,941 being returned to the Collection System Program (see Attachment 1 for
Expenditure Summary).
RECOMMENDED BOARD ACTION: This item is presented to the Board of Directors
for information. No action is necessary.
