ISSUE: On February 16, 2010, eight sealed bids were received and opened for the
construction. of the SCB Mechanical Room Improvements Project, District Project 7277.
The Board of Directors must award the contract or reject bids within 50 days of the bid
opening. Authorize the General Manager to execute the contract documents subject to
SUBMITTAL requirements.
RECOMMENDATION: Find that the project is exempt from the California
Environmental Quality Act (CEQA), award a construction contract to R-E Corporation
and authorize the General Manager to execute the Contract Documents subject to
favorable review of insurance certificates, bond submittals, appropriate Contractor
license, and any other required submittals (SUBMITTALS).
FINANCIAL IMPACTS: Approximately $570,000 including design, bid price,
contingency, and construction management.
ALTERNATIVES/CONSIDERATIONS: Reject all bids, which is not recommended.
BACKGROUND: The mechanical room located on the first floor of the Solids
Conditioning Building (SCB) contains pumps, a chiller, steam and water piping, and an
air-handling unit used to provide conditioned air to the Motor Control Center Room on
the second floor and to various areas within the Furnace Control Room on the third
floor. The chiller, pumps, and some piping were replaced during the SCB Ventilations
Improvements, Phase 2 (DP 7227) to provide chilled water for new air handling units

serving the centrifuge and cake pump areas. However, the original air-handling unit
that was installed during the treatment plant expansion in the mid 1970s is still in
service.
The scope of work for this project includes design and construction to install a new air
handling unit, a chilled water recirculation pump, and replace five existing roof top
exhaust fans that have reached the end of their useful life. Attachment 1 shows the
location of the project work.
In June 2009, District staff executed a Professional Engineering Services agreement
with Taylor Systems Engineering, Inc. (TSE) to prepare design drawings and
specifications for improvements to the existing heating, ventilation, and air conditioning
(HVAC) system. The Engineer's pre-bid estimate for construction cost was $260,000.
This project was advertised on January 22 and 27, 2010. Eight sealed bids ranging
from $316,675 to $424,500 were received and publicly opened on February 16, 2010.
The Engineering Department conducted a technical and commercial review of the bids
and determined that R-E Corporation is the lowest responsive bidder with a bid amount
of $316,675. A summary of bids received is shown in Attachment 2.
The higher than expected bid prices for the project are primarily due to two factors.
First, price quotations received during the design phase for the HVAC control system
were less than the quotes given to the contractors. These higher bid-day quotes from
the control system supplier are attributed to changes in the scope of supply, more
difficult electrical wiring than originally assumed, and additional programming and
training requirements. Second, the engineer's estimate overlooked costs, such as
mobilization/demobilization and preparation of record drawings.
District staff will perform construction management and will provide contract
administration, inspection, survey, office engineering, and submittal review. However,
staff recommends retaining TSE to provide support services during construction
because they prepared the plans and specifications and, therefore, has a solid
understanding of the project design. Staff negotiated a contract amendment with TSE
not to exceed $10,000. This will bring the total professional service contract with TSE
to $46,000, which is within staff limits and, therefore, does not require Board action.
The funds required to complete this project, as shown in Attachment 3, are $510,000.
The total cost of the SCB Mechanical Room Improvements Project, District Project
7277, is anticipated to be $570,000.

This project is included in the fiscal year 2009-2010 Capital Improvement Budget (CIB)
on pages TP-54 and TP-55. Staff has conducted acash-flow analysis of the Treatment
Plant Program budget and concluded that adequate funds are available for this project.
Staff has concluded that this project is exempt from the California Environmental
Quality Act (CEQA) under District CEQA Guidelines Section 15301 since it involves
minor alterations to an existing public facility involving negligible or no expansion of use,
Approval of this project will establish the Board of Directors' independent finding that
this project is exempt from CEQA.
RECOMMENDED BOARD ACTION: Staff recommends the following
1. Find that the project is exempt from CEQA,
2. Award a construction contract in the amount of $316,675 for the construction of
the SCB Mechanical Room Improvements Project, District Project 7277, to
R-E Corporation the lowest responsive bidder, and
3. Authorize the General Manager to execute the Contract Documents subject to
SUBMITTAL requirements.
