ISSUE: A resolution of the Board of Directors is required to accept offers of dedication,
and to authorize staff to record the documents.
RECOMMENDATION: Adopt a resolution accepting an offer of dedication for an
easement in the unincorporated area of San Ramon, and authorizing staff to record the
resolution with the Contra Costa County Recorder.
FINANCIAL IMPACTS: The new easement was acquired at no cost to the District.
ALTERNATIVES/CONSIDERATIONS: None.
BACKGROUND: The Board of Directors
regularly accepts easements by resolution.
The recommended resolution will accept an
easement required for a recent sewer
extension off Dougherty Road, in the
unincorporated area of San Ramon. Staff has
reviewed the easement documents and
determined that they are in compliance with
District standards.
RECOMMENDED BOARD ACTION: Adopt a
resolution accepting an offer of dedication ,
from Shapell Industries of Northern California
for an easement in the unincorporated area
of San Ramon, and authorizing staff to record
the resolution with the Contra Costa County
Recorder.

SUBJECT: PROPOSED DISTRICT REORGANIZATION 181 INCLUDING
AMENDMENTS TO CCCSD'S MUTUAL SPHERE OF INFLUENCE WITH
THE MOUNTAIN VIEW SANITARY DISTRICT, DETACHMENT OF TWO
PROPERTIES AND ANNEXATION OF THREE PROPERTIES IN
INCORPORATED AND UNINCORPORATED MARTINEZ
The following two Position Papers on the Consent Calendar agenda for the March 18,
2010 Board Meeting recommend that the Board adopt two resolutions requesting that
the Contra Costa Local Agency Formation Commission (LAFCO) initiate proceedings
for a joint reorganization with the Mountain View Sanitary District (MVSD) to:
• Amend the mutual Sphere of Influence in five areas; and
• Detach two properties from CCCSD and annex both to MVSD;
• Detach three properties from MVSD and annex all three to CCCSD.
MVSD staff will recommend that its Board of Directors adopt complementary resolutions
for the joint application to LAFCO.
