BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON CAPITAL PROJECTS CONSTRUCTION, MAJOR CHANGES AND POTENTIAL CHANGE ORDERS There are major construction efforts underway at several Central San facilities, including the pumping stations and wastewater treatment plant. Capital Projects Division Manager, Mr. Edgar J. Lopez, will provide a quick update on major changes that are ongoing, and potential costs or future actions required by the Board of Directors. Currently, there are two projects and changed conditions that will be discussed, as follows: 1. Maltby Pumping Station, under the Pump Station Upgrades, Phase 2A, District Project (DP) 8457, and use of a $500,000 allowance bid item related to the Department of Toxic Substances Control coordination and extra work. Staff will use this bid item to cover pay for replacement of the top 5 ft. of soil at the property to limit future regulatory requirements at a cost of approximately $287,000. 2. Concrete crack sealing under the Aeration Basins Diffuser Replacement, Phase 1, DP 100019, is expected to exceed the bid quantity and costs for this work and staff has issued a not to exceed $200,000 work directive to the contractor to void delays to the construction schedule to return the tank back into service by November of this year. Next year, the following basin will require similar efforts and staff will seek authorization for a change order potentially over $200,000. A presentation is included for discussion. Aeration Basins Project Demolition of the concrete plenums has begun, the air leaks in the floor of the tank need to be addressed prior to pouring new concrete (floor and baffle walls). 1. Aeration Basins Project - Continued Bid item for sealing leaks in the contract, however, staff is negotiating increased bid quantity to cover the extensive air leaks. $200,000 Work Directive issued to avoid delays. Maltby Extra Work - DTSC Department of Toxic Substances Control (DTSC) permit being managed with the project by Regulatory Compliance Group. Allowance was added into the bid for $500,000 to mitigate, remove, or include improvements related to the permit and contaminated soils. GHD, Inc. hired to help project for air monitoring and provide engineering and technical assistance. Excavations and work to date have been very successful. Capital Projects using the allowance to remove the remaining 5 feet of soils and install barrier at a cost of roughly $287,000 to prevent future permitting requirements including monitoring.
