RESOLUTION NO. 2010 -105
RESOLUTION COMMENDING GERALD R. LUCEY
FOR HIS SERVICE AS A MEMBER OF THE
CENTRAL CONTRA COSTA SANITARY DISTRICT BOARD OF DIRECTORS
WHEREAS, Gerald R. Lucey was appointed to the Board of Directors of the Central
Contra Costa Sanitary District on May 20, 1997 to fill a vacant seat on the Board, and
WHEREAS, Board Member Lucey was elected to the Board in the 1998 elections by the
constituency of the District and re- elected by them in 2002 and 2006, and
WHEREAS, Board Member Lucey provided able leadership of the District as Board
President in 1999, 2000, 2004 and 2008 guiding the District in the accomplishment of
significant goals and objectives, promoting the mission, vision, and values of the District
as a high performance organization that provides exceptional customer service and full
regulatory compliance at responsible rates; and
WHEREAS, Board Member Lucey during his time on the Board also served on the
Board Capital Projects Committee, Budget and Finance Committee, Human Resources
Committee, Real Estate Committee, Household Hazardous Waste Committee,
Recycled Water Committee, and Outreach Committee, providing oversight and review
of the District's major construction, replacement and repair projects, fiduciary
responsibility and sound investment procedures, hiring and employment practices, real
estate activities, household hazardous waste collection procedures, recycled water
programs, and public education and outreach activities; and
WHEREAS, thanks to his leadership role in employee - employer relations, he guided the
Board through four cycles of labor agreements, contributing to an atmosphere of labor
stability; and
WHEREAS, during his tenure, the Board of Directors oversaw the design and
construction of more than $360 Million in Capital Improvements; and
WHEREAS, among the accomplishments for which his contributions must be given due
credit is the establishment of a GASB 45 Trust to measure and report the liabilities
associated with post - employment benefits for the fiscal security of the District; the
completion and adoption of the revised District Code; the unanimous adoption of a
District Diversity Statement; and
WHEREAS, during his term of office, the District achieved 12 consecutive Platinum
Peak Performance Awards from the National Association of Clean Water Agencies in
recognition of 100 percent compliance with the District's National Pollutant Discharge
Elimination System permit requirements; and
WHEREAS, the District also continued its exemplary financial performance, receiving
the Certificate for Excellence in Financial Reporting for 10 consecutive years; and

WHEREAS, the District during his tenure has been recognized multiple times for its
achievements by the United States Environmental Protection Agency, including the
National Excellence Award in Operations and Maintenance, the National Outstanding
Pretreatment Program, and the National Pretreatment Excellence Award; and by the
California Environmental Protection Agency with three Awards for the Household
Hazardous Waste Collection Facility;
WHEREAS, during his tenure, the California Water Environment Association has twice
named the District State -wide Large Collection System of the Year and State -wide ,
Large Treatment Plant of the Year; and
WHEREAS, during that same time period, the California Association of Sanitation
Agencies recognized the District with Awards for Technological Achievement, Public
Education and Outreach, and Innovation Awards; and
WHEREAS, during his service on the Board, the District continued to reduce sewer
overflows to historically low numbers due to increased resources provided by the Board
of Directors; and
NOW, THEREFORE, BE IT RESOLVED that Board Member Gerald R. Lucey is hereby
commended for his distinquished service and leadership in the Central Contra Costa
Sanitary District during his 13 years in office, resulting in the continued success of this
high performance, innovative, and fiscally responsible organization that protects the
public health and the environment every day.
PASSED AND ADOPTED this 2nd day of December, 2010, by the Board of Directors of
the Central Contra Costa Sanitary District by the following vote:
