Farrell Jam elly General Manager ISSUE: Board of Directors' authorization is required for the General Manager to execute professional engineering services agreements for amounts greater than $50,000. RECOMMENDATION: Authorize the General Manager to execute a professional engineering services agreement with Carollo Engineers in the amount of $180,000 for preparation of a Recycled Water Facilities Plan for the Concord Naval Weapons Station (CNWS) redevelopment. FINANCIAL IMPACTS: The total cost of preparing a Recycled Water Facilities Plan for the CNWS is estimated to be $210,000 including staff time. Capital improvements required to provide recycled water service to the CNWS redevelopment project would be paid by developers. ALTERNATIVES/CONSIDERATIONS: The Board could decline to authorize preparation of the Recycled Water Facilities Plan at this time. However, this is not recommended because the City of Concord is moving forward with the planning work for the redevelopment of the CNWS, and it would be prudent for the District to identify potential improvements and costs for providing recycled water service as part of the planning process. BACKGROUND: The planned redevelopment of the Concord Naval Weapons Station (CNWS) property provides an excellent opportunity for the use of recycled water. The District has been working with the City of Concord and the Contra Costa Water District (CCWD) to ensure that recycled water is incorporated into the development plans. In 2009, the City of Concord selected a preferred development plan (Clustered Villages concept) consisting of a mixture of commercial, residential, institutional, and recreational uses. A Recycled Water Facilities Plan is now needed to identify conceptual recycled water infrastructure necessary to serve the recycled water demands identified in the EIR. As CNWS development plans proceed forward, this analysis will form the basis of future work to ensure that appropriate recycled water projects are identified for timely inclusion in the District's Capital Plan and that CCRP's appropriate contribution to the cost of such infrastructure can be ascertained. The consultant selection process began in May 2010. A formal request for proposals (RFP) was prepared and sent to three qualified engineering consultants. Proposals were received from two firms, Carollo Engineers and RMC Water and Environment. Staff evaluated the written proposals and conducted formal interviews with these two consultants on June 22, 2010. Because of the need to also begin the sewer system planning for CNWS and the potential synergy between the sewer and recycled water infrastructure, the two consultants were also asked to present their qualifications on preparing a sewer facilities plan for the CNWS redevelopment. Both consultants also had extensive experience in both recycled water and sewer facilities planning. Based on each consultant's past experience and proposed approach to the recycled water and sewer planning, Carollo engineers was selected to prepare the Recycled Water Facilities Plan, and RMC Water and Environment was selected to prepare the Sewer Facilities Plan for the CNWS. A separate position paper has been prepared for authorization of a consulting agreement with RMC Water and Environment to prepare a Sewer Facilities Plan. Staff has negotiated a professional engineering- services agreement with Carollo Engineers to complete the Recycled Water Facilities Plan with a cost ceiling of $180,000. The scope of work consists of evaluating alternatives to provide recycled water service to CNWS and identifying the preferred alternative and estimated costs. Alternatives to be considered include improving the District's Filter Plant and constructing a transmission pipeline to CNWS versus construction of a satellite recycled water treatment plant at the CNWS site. Recycled water planning for the CNWS redevelopment is included in the 2010/11 Capital Improvement Budget (CIB) in the Recycled Water Program on pages RW-9 and RW-10. There is adequate budget in the Recycled Water Program to fund preparation of the Recycled Water Facilities Plan for the CNWS redevelopment. Staff has concluded that the proposed agreement with Carollo Engineers is exempt from the California Environmental Quality Act (CEQA) under District CEQA Guidelines POSITION PAPER Board Meeting Dafe: August 5, 2010 subject: AUTHORIZE THE GENERAL MANAGER TO EXECUTE A PROFESSIONAL ENGINEERING SERVICES AGREEMENT WITH CAROLLO ENGINEERS IN THE AMOUNT OF $180,000 FOR PREPARATION OF A RECYCLED WATER FACILITIES PLAN FOR THE CONCORD NAVAL WEAPONS STATION (CNWS) REDEVELOPMENT Section 15262 since it involves planning tasks for possible future actions which the District has not approved, adopted, or funded, and the outcome of these tasks will not have a legally binding effect on later activities. Approval of this agreement will establish the Board of Directors' independent finding that this agreement is exempt from CEQA. The District will conduct an environmental evaluation of any capital project that is proposed in the future as a result of the Recycled Water Facilities Plan to determine the appropriate CEQA compliance documentation. RECOMMENDED BOARD ACTION: Authorize the General Manager to execute a professional engineering services agreement with Carollo Engineers in the amount of $180,000, for preparation of a Recycled Water Facilities Plan for the Concord Naval Weapons Station redevelopment.
