A special meeting of the Board of Directors was called to order by President Lauritzen at
p.m. Secretary Pro Tem Eileen Hansen called roll. -
PRESENT. Members: Hockett, Pilecki, Wedington, Lauritzen
ABSENT. • Members: McGill

BOARD ACTION: Welcomed Mr. Akhrorov. President Lauritzen presented the
District pin.

CONSENT CALENDAR
2. Approve the following:
a. April 4, 2024 Board meeting minutes
3. Consider Increasing the Annual Contribution to the Employee Activities Organization
(EAO) Holiday Lunch From $6,000 to $8,000 Per Year
BOARD ACTION: Motion was made by Member Hockett and seconded by
Member Wedington to adopt the Consent Calendar as recommended. Motion
passed by unanimous roll call vote of the Board Members present. [4-0-1;
McGill absent.]
PUBLIC HEARINGS
4. Conduct a public hearing in accordance with Ordinance No. 330 to consider the
financial condition of Central San with respect to the current need for the previously
adopted Fiscal Year (FY) 2024-25 Sewer Service Charge (SSC) rate of $725 for a
single-family residence and FY 2024-25 rates for all other user groups which
represents a 4 percent increase over the current SSC rates
President Lauritzen opened the public hearing, receiving no public comments, the
hearing was immediately closed.
Member Pilecki stated that while there was no presentation, he wanted to assure the
public that this item was discussed extensively in 2023 at the time rates were
approved and again at the Board Financial Planning Workshop held on April 4,
2024.
BOARD ACTION: Held the public hearing. Motion was made by Member
Hockett and seconded by Member Wedington to take no additional action and
thereby impose the previously approved SSC rate increase to $725 per year
per single-family residence and FY 2024-25 rates for all other user groups.
Motion passed by unanimous roll call vote of the Board Members present. [4-
0-1; McGill absent.]
LEGISLATIVE MATTERS
5. Receive update on pending legislative matters
Communications and Governmental Relations Manager Emily Barnett reviewed four
legislative items in detail, as listed on the 2024 Priority Legislation Tracking sheet
provided in advance of the meeting.
The summary included staffs recommended position of each item for the Board's
consideration. Ms. Barnett asked for Board support on Assembly BiA (AB) 2626 and

Senate Bills (SB) SB1510 and SB1066 and requested a position of oppose on AB
2751.
BOARD ACTION: Received the update. Motion was made by Member Pilecki
and seconded by Member Wedington to adopt the staff recommended
positions on the priority legislation.
Motion passed by unanimous roll call vote of the Board Members present.
[4-0-1; McGill absent.]
REPORTS AND ANNOUNCEMENTS
6. General Manager— Reports
a. Receive update on the joint meeting with the United States Bureau of
Reclamation on the Refinery Recycled Water Exchange Project
Resource Recovery Program Manager Melody LaBella introduced Kirsten
Struve, Assistant Officer for Water Supply Division at Santa Clara Valley
Water (Valley Water), Samantha Greene, Senior Water Resource Specialist
at Valley Water, and Jeff Quimby, Assistant General Manager Planning
Administration at Contra Costa Water District (CCWD), who reviewed the
presentation included in the agenda materials.
President Lauritzen commented that she is glad that CCWD and Central San
are working together with the U.S. Bureau of Reclamation.

b. Receive annual update on Central San's Pollution Prevention Program
Environmental Compliance Program Administrator Colleen Henry reviewed
the presentation included in the agenda materials.

C. Receive Environment, Health, and Safety Program 2023 Annual Report
Environment, Health, and Safety Program Administrator Jerry Ledbetter
reviewed the presentation included in the agenda materials.
BOARD ACTION: Received the report.
d. Monthly Lab Update: Covid-19/Wastewater Epidemiology Update
Member Pilecki opined that the data shows a significant decrease in Covid-19
occurrences and suggested that the Monthly Lab Update could be suspended
until further notice.
The Board Members agreed to suspend this report.

Human Resources and Organizational Development Manager Teji O'Malley
stated that the District's revised Covid-19 Exposure Prevention Program was
implemented on April 24, 2024, and does align with the State of California's
Covid-19 exposure prevention requirements.

7. General Manager —Announcements
a. Announcements — April 25, 2024
Mr. Bailey made the following announcements at the meeting:
On Wednesday, April 24, 2024, Central San celebrated Bring A Child to Work
Day. There were approximately 140 children who attended the event, and Mr.
Bailey thanked the children, parents, staff and especially the committee who
organized the event for making it such a big success.
• Mr. Bailey also reported that he attended the National Association of Clean
Water Agencies (NACWA) Water Week event in Washington D.C. the week
of April 7t", 2024. He interviewed Camille Touton, Commissioner of the U.S.
Bureau of Reclamation, and found her to be very engaged and well-informed
on water issues.
Member Wedington stated that she attended Water Week and complimented
Mr. Bailey on acting as moderator of the discussion with Ms. Touton, noting
she received a great deal of very positive feedback on the session.

Ms. Hansen announced the following:
