Refinery Recycled Water `
Exchange Project
Project presents an opportunity for multiple benefits
Increase supply diversification and drought resiliency
Regional benefits through partnerships
Reduce nutrient discharges
Cost and water supply yield are key considerations
Recent meeting with Bureau of Reclamation to discuss
water supply implications on Central Valley Project (CVP)

Water Supply Considerations
Issue #1 — Minimum CVP Allocations
Reclamation may reduce a contractor's CVP
allocation under certain conditions (Public Health and
Safety, PH&S) by the amount of non-CVP supplies
available to the contractor, including recycled water.
Reclamation Feedback =
Reclamation will review the policy and consider when
PH&S reductions would be applied. Reclamation :
must retain discretion.

Water Supply Considerations
Issue #2 — Historical Use
New recycled water supplies have the potential to
reduce a contractor's future use of CVP supplies, thus
reducing Historical Use and availability/allocations of
CVP supplies.
Reclamation Feedback
Reclamation believes the Project could be managed in
a way as to not impact Historical Use. 6k `

Water Supply Considerations `
Issue #3 — Water Supply Yield
Yield study estimated that the water supply benefit of
the Project would be approximately 50% of the
recycled water produced.
Reclamation Feedback
Reclamation agreed with findings; further discussions
to explore maximizing beneficial use.
