Overview of Rossmoor
Rossmoor is a gated community in the City of Walnut -
Creek.
Rossmoor's population is approximately 9,600 residents
consisting of about 6,700 households. 1'
Rossmoor is roughly 14 percent of the population of
Walnut Creek's 69,700 residents or roughly 20 percent of F
the City's 32,800 households.
Rossmoor resides in the 94595 zip code and their
population is approximately 58 percent of 94595. n
The median age of 94595 residents is *68.9.

Rossmoor HHW History
2000 - Central Contra Costa Solid Waste Authority, now
RecycleSmart, proposed a cost -share venture to provide
Rossmoor with Door -to -Door (DTD) Household Hazardous
Waste (HHW) Collection. Nothing came of it.
2004 - Central San and RecycleSmart held a combined HHW
and E-waste collection event just outside of Rossmoor's main
entrance.
2005 - County HazMat put Golden Rain Foundation (GRF) on
notice to comply when illegal dumping and HHW-related
fires were occurring in and around trash bins in Rossmoor.
2006 - GRF requested assistance to sponsor DTD collection in �?
Rossmoor. The HHW Committee (REEP) did not support their
request.

2011— San Ramon hired a contractor for DTD collection of
all HHW. GRF hired the same contractor for recycle -only
wastes (paint, batteries, e-waste, etc.), because no public
agency would sponsor HHW collection.
2018 — Rossmoor and San Ramon's contractor abruptly
ended their collection services.
2020— San Ramon restarted their DTD collection with a new
contractor, which created inquiries from Rossmoor
residents, the Contra Costa County Board of Supervisors,
and others to see what could be done to provide collection
services in Rossmoor. Nothing resulted.

Steps to Provide Service
A public agency must obtain an HHW permit from Contra Costa
County and the Department of Toxic Substance Control.
The public agency must contract with the DTD collection service or
perform the service themselves.
Walnut Creek, RecycleSmart, and Central San are the related
agencies:
Walnut Creek is responsible for solid waste diversion in their city,
including HHW.
RecycleSmart is responsible by contract for solid waste diversion in the
region (Danville, Lafayette, Moraga, Orinda, Walnut Creek, and
unincorporated communities of Alamo, Blackhawk, and Diablo)
Central San's HHW facility serves Rossmoor, however Central San is not
required by any authority to provide HHW services. Our HHW program is
service we provide to protect our treatment plant though pollution
prevention.

1) Either Walnut Creek or RecycleSmart can obtain the
permit and contract with a DTD service provider for GRF to
provide collection services. r
Agency would be permit and contract holder
GRF could pay the costs for the collection service —
Central San can receive the DTD collected wastes at the HHW
facility �!
Central San can provide technical support to GRF and Walnut
Creek or RecycleSmart.
Walnut Creek may want to take the lead because
RecycleSmart serves more than twice as many homes.

3a) Hold a mobile collection event inside Rossmoor
GRF could pay incremental costs over HHW facility cost per car
does not provide a service to those residents that do not drive,
the reason they are requesting DTD.
3b) Hold a mobile collection event outside Rossmoor
This would be open to all HHW service area residents like the
2004 event
Costs would likely be paid by Central San due to the larger
percentage of other communities being served besides
Rossmoor.
Does not provide a service to those residents that do not drive.
