STAFF RETIREMENTS
1) Russ Leavitt, Engineering Assistant III, to retire
Russ Leavitt, Engineering Assistant III, will be retiring on March 29, 2024, after serving
Central San for more than four decades.
Prior to joining Central San, Mr. Leavitt worked for Earth Metrics, an environmental
consulting firm that assisted Central San with the preparation of many environmental
reports. He was hired in December of 1987 as a Planning Assistant in the Planning
Division under Jim Kelly, who was the Division Manager at the time. Mr. Leavitt has been
Central San’s expert on the California Environmental Quality Act (CEQA), budgeting,
contractual assessment districts (CADs), annexations, and sewer financing. He’s been a
tireless advocate for our customers and helped hundreds of them convert their homes
from septic systems to Central San’s sewer system. Among the honors he’s received, he
will always be most proud of the award from the Association of Environmental
Professionals for Outstanding Environmental Document for the Pleasant Hill A-Line Relief
Interceptor Environmental Impact Report (EIR).
One of Mr. Leavitt’s passions has been to perpetuate the Talksics Toastmasters Club
sponsored by Central San. He’s been involved in the club since he first started at Central
San and has served in various leadership roles. While at Central San, he’s also enjoyed
planning parties and being our very own Weird Al Yankovic, writing humorous tribute
songs, to popular tunes, for retiring employees and holiday parties.
He has always been a valued team member and will be missed for his upbeat attitude, his
dependability, his historical knowledge of Central San, and his dedication to customer
service. Thanks to Russ for his 36 years of service as a Central San employee. Best
wishes and congratulations on his retirement.
2) Anthony Fernandez, Senior Plant Operator, to retire
Senior Plant Operator Tony Fernandez will be retiring on March 28, 2024, after working at
Central San for over 15 years. Tony joined Central San in March of 2009 as a Plant
Operator I where he quickly became a vital part of the Plant Operations team. His
Operator colleagues commend Tony for his loyalty, his friendship, his detail-oriented
approach, and his calm dependability.
Many thanks to Tony for his many years of dedicated service to Central San and
congratulations on his retirement.

OUT-OF-COUNTRY CONFERENCE ATTENDANCE
3) General Manager Roger S. Bailey’s Attendance at the Global Water Summit
in London, England from April 15 - 18, 2024
The Global Water Summit will be held at the Sofitel London Heathrow Hotel from April
15th to 18th, 2024. Central San is a member of the Global Water Leaders who sponsor
this event. Its members represent the gold standard of utility innovation and performance
throughout the developed world’s water sector. The Global Water Summit is renowned
for its high-level attendance, thought-leading content and unrivalled networking
opportunities, and the gathering attracts more top water leaders and business executives
than any other water event.
Mr. Bailey will attend the Water Leaders meeting that will take place during the summit.
He will also be a part of discussions on the desalination industry, eliminating
polyfluoroalkyl substances in water, net zero water, new income streams from the circular
economy, and the correlation between water and money investment. He will also attend
break-out sessions on unlocking wastewater funds, maximizing innovation funding,
desalination’s 5 big challenges, and major challenges facing the industry.
Global Water Leaders paid for the conference registration and hotel stay costs and will
reimburse the cost of the airfare once Mr. Bailey’s attendance has commenced.
Incidentals will be minimal and covered by Central San, and these expenses have been
included in the FY 2023-24 General Manager budget.
