EMPLOYEE RETIREMENTS
1) Mark Cavallero, Utility Engineer, to Retire
Utility Engineer, Mark Cavallero will be retiring on March 21, 2024 after working at Central
San for 4 decades.
Prior to joining Central San, Mr. Cavallero spent many years building critical facilities such
as Headworks and Solids Dewatering as a contractor. He was hired in February of 2000
as an Electrician in the Operations Department working in the electrical shop. Mr.
Cavallero has advanced in his career to Assistant Engineer in Operations and Utility
Systems Engineer in both Reliability Maintenance and in Engineering – Capital Projects.
Management has commended Mr. Cavallero on several occasions for his emergency
response and electrical work on treatment plant power outages or critical equipment
failures. Amongst his colleagues, Mark has been the plant electrical expert and
instrumental to the arc-flash safety standards implemented across Central San. He leaves
a legacy of information that has been captured for current and future projects to come.
Mark has always been a valued team member and will be missed for his honesty,
professionalism, dependability, common sense, and friendship. Retirement will mean
more time to go bike riding and be with his family. He and his wife will continue to live in
Clayton.
Thanks to Mark for his 24 years of service as a Central San employee. Best wishes and
congratulations on his retirement!
PROJECT UPDATES
2) Acceptance of Non-Exclusive Easement reserved under the La Ruth Manor
Subdivision Declaration of Restrictions, Walnut Creek Sewer Renovations,
Phase 16, District Project 100023
The Walnut Creek Sewer Renovations, Phase 16 project is part of the ongoing Collection
System Sewer Renovation Program aimed to replace deteriorated sewers. The project
requires the use of an existing non-exclusive five-foot easement created via an Easement
Declaration recorded on November 9, 1953 under the La Ruth Manor Subdivision. Staff is
accepting the non-exclusive easement and will be recording a certificate of easement
acceptance pursuant to Resolution No.2023-0003; which delegates to staff the function of
accepting easements and rights-of-way for sewer/recycled water that were obtained
voluntarily and at no cost to Central San. Accepting of this non-exclusive easement was
previously presented at the December 14, 2022 REEP Committee, prior to the resolution
being executed and had not gone to the full Board. Since a resolution is currently in place,
Board approval is no longer required.

CONFERENCE ATTENDANCE
3) Secretary of the District Katie Young to attend City Clerks Association of
California (CCAC) in San Diego, California from April 2-5, 2024
Ms. Young will attend the CCAC Annual Conference on April 2-5, 2024 in San Diego,
California. The Annual Conference topics include but are not limited to, Diversity, Equity
and Inclusion Training, Procurement Process and Best Practices, Cultivating Mental
Health for Successful Conflict Resolution, Embracing Neurodiversity in Government,
Reconnecting Citizens to Local Government through a Citizens’ Academy, and
Transforming the Municipal Clerk Profession with Cutting-Edge AI. Attendance at this
conference is included in the Fiscal Year 2023-2024 Technical Training, Conferences and
Meetings budget.
