A RESOLUTION OF COMMENDATION TO
JOHN A. COLEMAN
ON HIS RETIREMENT FROM EAST BAY MUNCIPAL UTILITY DISTRICT
WHEREAS, Mr. Coleman served for 33 years as an elected Director of the East Bay
Municipal Utility District (EBMUD), Ward 2, the longest serving board member ever at
EBMUD;
WHEREAS, Mr. Coleman was instrumental in establishing the Freeport Regional Water
Authority (FRWA), serving as a Board of Director since its inception. Created in 2002,
FRWA was formed by a Joint Powers Agreement between Sacramento County Water
Agency and EBMUD to guide the financing, ownership, construction, and operations of
the Freeport Regional Water Project, providing the East Bay with a vital source of
additional water during drought;
WHEREAS, Mr. Coleman has 50 years of service to Lafayette Scouts BSA Troop 243,
as it was in 1974 that he earned the rank of Eagle Scout from Scouts BSA Troop 243,
launching him into a life of community service;
WHEREAS, Mr. Coleman also served as the Chair of the Upper Mokelumne River
Watershed Authority (UMRWA); and as a board member of DERWA, the joint powers
authority for recycled water service provided by EBMUD and Dublin-San Ramon
Services District. Additionally, Coleman served as president of the Association of
California Water Agencies (ACWA) and the California Association of Sanitation
Agencies (CASA) in the past;
WHEREAS, Mr. Coleman served 13 years as Chief Executive Officer of the Bay
Planning Coalition (BPC) representing public and private entities in the maritime
industry and related shoreline businesses, ports and local governments, landowners,
recreational users, labor unions, residential and commercial builders, environmental and
business organizations, and professional service firms in engineering, construction, law,
planning, and environmental sciences;
WHEREAS, Mr. Coleman was a former board member of the National Association of
Service and Conservation Corps, and former member of the California Biodiversity
Council;
WHEREAS, Lafayette Chamber’s volunteer selection committee chose Mr. Coleman as
Lafayette's 73rd Citizen of the Year for his decades of service to the community;
NOW, THEREFORE, BE IT RESOLVED that John A. Coleman is commended for his
distinguished service and leadership at East Bay Municipal Utility District during his 33
years as a Director and as its unanimous commendation and congratulations of the
Central San’s Board upon his retirement and wishes nothing but success in his future
endeavors.
PASSED AND ADOPTED this 21st day of March 2024, by the Board of Directors of the
Central Contra Costa Sanitary District.
