BAILEY, GENERAL MANAGER SUBJECT: RECEIVE FOLLOW-UP INFORMATION REGARDING MILES OF SEWER REPLACED IN FISCAL YEAR (FY) 2023-24 AS OF QUARTER 2 (Q2) During review of Quarter two (Q2) FY 2023-24 Strategic Plan metric tracker at the February 6, 2024 Administration Committee meeting, Chair McGill noted that while the District targets equal or greater than 6.0 miles of sewer replaced per year (focused on deteriorated small diameter pipelines), 0.6 miles were replaced in Quarter one (Q1) and 0.6 miles were replaced in Q2. The goal of 6.0 miles will not be achieved this year due to two major reasons as follows: 1. The projects in construction are difficult and require substantial coordination, such as Downtown Walnut Creek and Pleasant Hill. These projects are coordinated with other utilities and the Cities. 2. Staff in the Collection System program are also focused on pumping stations with several stations currently under construction and new designs to abandon the Buchanan stations, along with the urgent projects that occur. Sewer replacement is estimated to reach four miles this year and Capital Projects is updating its current organizational structure for construction and sewer renovation to continue the goal of six miles. In the draft FY 2024-26 Strategic Plan, the replacement rate is proposed to be a three-year running average to account for the type of projects being implemented. Staff will be at the Committee meeting to answer questions.
