BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON THE REFINERY RECYCLED WATER EXCHANGE PROJECTAND THE JOINT MEETING WITH THE UNITED STATES As a next step in the evaluation of the feasibility of the Refinery Recycled Water Exchange Project (Project), Contra Costa Water District (CCWD) scheduled a meeting with staff of the United States Bureau of Reclamation on Thursday, December 14, 2023. Representatives from Central San, CCWD, and Santa Clara Valley Water District (Valley Water), participated in this meeting to discuss key issues related to the water supply yield of the Project and any impacts to future annual Central Valley Project water supply allocations. More details on the meeting's attendees and issues discussed are included in the attached presentation, which will be reviewed with the Committee by staff and CCW D's Assistant General Manager, Jeff Quimby. Evaluate/estimate the project's yield D, Develop updated cost estimates F Allocate costs, based on beneficiary pays Prepare and issue a Final Report 5 I-M February 20, 2024 REEP Committee Meeting Agenda Packet - Page 33 of 39 3 Page 5 of 6 Issue #1 Reclamation may reduce a contractor's annual CVP allocation under certain conditions (Public Health and Safety, PH&S) by the amount of non-CVP supplies available to the contractor, including recycled water. Reclamation Feedback Reclamation will review the policy and consider when PH&S reductions would be applied. Reclamation must retain discretion. Issue #2 New recycled water supplies have the potential to reduce a contractor's future use of CVP supplies, thus reducing Historical Use and availability/allocations of CVP supplies. Reclamation Feedback Reclamation understood the concern and believes the I Project could be managed in a way as to not impact Historical Use. E:3 February 20, 2024 REEP Committee Meeting Agenda Packet - Page 34 of 39 4 Page 6 of 6 Issue #3 The previously completed yield study estimated that the water supply benefit of the Project would be approximately 50% of the recycled water produced.
