Call Meeting to Order Chair Wedington called the meeting to order at 3:00 p.m. As requested by staff in advance of the meeting, Chair Wedington stated that Item 5.a. would be heard immediately following Item 3.a. 2. Committee Charter a. Review Committee Charter as set forth in Board Policy No. BP 013 — Standing Committee Protocols, Guidelines and Charters The Committee had no questions. COMMITTEE ACTION: Reviewed the Charter. Immediately following this item, the Committee moved to Item 5.a. as the next order of business. 4. Items for Committee Recommendation to Board a. Review draft Position Paper to adopt Resolution No. 2024-XXX (1) authorizing execution of a Real Property Agreement for a property located at 2481 Deerwood Drive, San Ramon, CA and (2) authorizing staff to record documents with the Contra Costa County Clerk -Recorder's Office This item was heard immediately following Item 5.a. and resumed with the remainder of the agenda. Ms. Gronlund provided an overview of the draft Position Paper included in the agenda materials. The Committee had no questions. COMMITTEE ACTION: Recommended Board approval. b. Review draft Position Paper to adopt Resolution No. 2024-XXX to authorize a revision to the Memorandum of Understanding (MOU) for the development of a study related to a potential merger between Central Contra Costa Sanitary District (Central San and Mt. View Sanitary District (MVSD) Mr. Leiber provided an overview of the draft Position Paper included in the agenda materials. A brief discussion ensued regarding the issue of having a joint/cooperative process between the two agencies, and how this was best addressed in either the Request for Proposals (RFP) or the MOU. He stated that legal counsel recommended memorializing that aspect of the effort in the MOU. In response to Chair Wedington's question regarding the RFP, Mr. Leiber confirmed that the RFP release date has been moved to February 15, 2024. COMMITTEE ACTION: Recommended Board approval. Receive Quarterly Permit Counter/Plan Review Report As requested by staff, this item was heard immediately following Item 3.a. Ms. Stahl provided an overview of the report for July through September for Fiscal Year (FY) 2022-23 and noted there were two errors on page two for the commercial and residential accounts. Development Activity Ms. Stahl reviewed the activity detail per month over the last year. The spike in July and August was relevant to closing out old permits in preparation for the new permit/application system. In response to Mr. Bailey's question regarding the completed and processed items, Ms. Stahl said the permits that were completed are represented by the yellow line and the applications that were processed are represented by the blue line. Ms. Gemmell pointed out that various applications are included in the processed category such as encroachment verifications that don't result in a permit. General Plan Review Ms. Stahl stated that 25 percent of the applications received are for Accessory Dwelling Units (ADU's) and some applications have more than one ADU on the same property. The Committee had no questions. COMMITTEE ACTION: Received the report. Immediately following this item, the next order of business heard was Item 4.a. 6. Announcements The California Association of Sanitation Agencies (CASA) 2024 Winter Conference is January 24-26, 2024. Suggestions for future agenda items a. Receive list of upcoming agenda items and provide suggestions for any other future agenda items Member Hockett requested an update on the Solar Project. Member Hockett requested an update regarding Nutrients. Member Hockett requested an update on the meeting that occurred with the Environmental Protection Agency (EPA) in November 2023. COMMITTEE ACTION: Received the list and provided input to staff. 8.
