General Manager Written Announcements
ENERGY UPDATE
1) Fourth Quarter Update on Central San's Energy Usage
Central San actively tracks greenhouse (GHG) emissions to optimize the use of energy at
its facilities in the most cost-effective and environmentally responsible manner.
Attachment 2 provides an energy dashboard that contains a breakdown of Central San's
energy usage for the month of December 2023 along with a comparison of the energy
used during the fourth quarter of the calendar year. The chart shows the cost breakdown
of Pacific Gas and Electric (PG&E) and Marin Clean Energy (MCE) electricity.
NATURAL GAS PURCHASE
2) Natural Gas Agreement to Purchase
On July 20, 2023, the Board of Directors authorized the General Manager to agree to
purchase natural gas through 2025 with a $7.00 per dekatherm limit. Staff has agreed to
purchase 333 dekatherms per day at $5.50 per dekatherm for January 2025 to December
of 2025. This is the first agreed -to -purchase amount for 2025.
ENVIRONMENTAL COMPLIANCE
3) 2023 Title V Clean Air Act Annual Report Submitted
Central San's Treatment Plant operates under two air quality permits: the annual Permit -
to -Operate (PTO) issued and enforced by the Bay Area Air Quality Management District
(BAAQMD), and the five-year Federal Title V Major Facility Air Permit (Title V Permit)
issued and enforced by both BAAQMD and the United States Environmental Protection
Agency. Central San is required to prepare a comprehensive report annually,
summarizing its compliance status for both the Title V Permit and the PTO.
During the reporting year of 2023, Central San complied with all Title V and PTO permit
requirements except for four compliance deviations: a bypass event on Furnace 1, a
scrubber differential pressure deviation on Furnace 1, and two inoperative monitor
occurrences, one on the Furnace 1 opacity monitor and one on the Cogeneration
nitrogen oxides monitor. BAAQMD issued one Notice of Violation in 2023 for the
Furnace 1 bypass event.
Regulatory Compliance staff works closely with the Operations and Maintenance divisions
to identify the root cause of each compliance deviation, implement any necessary
corrective actions, and communicate the findings and response actions to BAAQMD.
A copy of the report is available upon request from Central San's Secretary of the District.

4) General Manager Authorized Contracts, Agreements, Etc. — Fourth Quarter 2023
The Board delegated various authorities to the General Manager via Board Policy
No. BP 037 — Delegation of Authority to General Manager, including the authority to
enter into certain agreements and contracts on behalf of the District. Additionally, the
Board requested an announcement when construction projects have been accepted,
which occurs when the Notice of Completion is recorded with the County Recorder's
Office. The Board also requested notification of certain legal claim settlements.
Following is a recap of each of these items for the period October 1 through December
30, 2023:

All other contracts that are not `professional services" or "District Projects" such as maintenance services, equipment,
chemicals, and supplies, do not require Board approval regardless of dollar amount. The Board approves the annual
budget which includes the expenses that come from these contracts, so these contracts are not included in this report
as they have historically been within staff authority.
