HOCKETT FOR HER SERVICE AS PRESIDENT OF THE CENTRAL CONTRA COSTA SANITARY DISTRICT BOARD OF DIRECTORS WHEREAS, Barbara D. Hockett was appointed to serve as President of the Board of Directors of the Central Contra Costa Sanitary District (Central San) for 2023; and WHEREAS, under her able leadership, Central San accomplished significant goals and objectives, promoting the vision, mission and values of the District as a high-performance, innovative, and fiscally responsible organization that provides exceptional customer service and regulatory compliance at responsible rates; and WHEREAS, Central San accomplished the following milestones during 2023:  Maintained AAA/Aa1 bond ratings, reflecting continued strong financial management practices.  Achieved $5.8 million of favorable Operations and Maintenance budget variances from the prior fiscal year, and a net of $18.2 million of overall favorable variances, helping to bolster overall financial reserves, including increasing the Rate Stabilization Account balance by $3.2 million.  Ended the year with fully funded fiscal reserves, providing a foundation for continued and future financial stability, and contributed a budgeted $1 million to the Pension Prefunding Trust.  Continued biennial review of Board policies, updated the Conflict-of-Interest Code and adopted two new policies on the Grants Management, and Proclamations and Resolutions.  Received an unmodified (clean) audit opinion on the Annual Comprehensive Financial Report (ACFR) for FY 2022-23.  Passage into law of AB 759 permitting sanitary districts to set Board approved procedures for expenditure approval. WHEREAS, during 2023, President Hockett served as Chair on the Board’s Finance Committee, providing oversight and review of Central San’s compliance with federal, state, and public financing requirements WHEREAS, during her tenure, Central San received the following awards:  Platinum 25-Peak Performance Award from the National Association of Clean Water Agencies, signifying that Central San’s treatment plant met all the National Pollutant Discharge Elimination System (NPDES) requirements, for the 25 th consecutive year  Government Finance Officers Association (GFOA) Certificate of Achievement for Excellence in Financial Reporting for FY 2020-21 (22nd consecutive year)  29th Annual Academy of Interactive and Visual Arts - Communicator Award of Distinction for Youth Audience Video category for Central San's Disappearing Act!  Community Engagement and Outreach Program of the Year - Film Festival Training Award for Central San's Headworks Screening Removal System January 18, 2024 Regular Board Meeting Agenda Packet - Page 6 of 84 Page 2 of 3 Central Contra Costa Sanitary District Resolution No. 2024-001 Page 2 of 2  Community Engagement and Outreach Program of the Year - Film Festival Public Education Award for Central San's Disappearing Act  EPIC Award - Internal Communications - Large Population Central San's Lateral Connection Employee & Retiree Newsletter  Award of Distinction - Video Production - In House - Large Population Central San's Disappearing Act Student Education Video  Government Finance Officers Association Distinguished Budget Presentation Award for Fiscal Year 2022-23(Fifth consecutive year of the receipt of the award)  Uptime Magazine’s Best Work Execution Management Program (2022)  2023 Excellence in IT Practices Award from Municipal Information Systems Association of California (MISAC) NOW, THEREFORE, BE IT RESOLVED that Barbara D. Hockett is commended for her distinguished service and leadership at Central San during her year as Board President.
