BAILEY, GENERAL MANAGER SUBJECT: RECEIVE UPDATE ON THE IMPLEMENTATION OF THE ONLINE PERMIT PROCESS (ORACLE) Central San is working to implement the Oracle Permitting and Licensing (OPAL) software for the Permit Counter and Inspection with a tentative Go -Live date of November 1, 2023. Central San was one of the first public agencies to sign up with Oracle to implement this new product in 2019. The Planning and Development Services (PDS) division has led this effort with IT support and input from Finance of Environmental Compliance. The new software is intended to replace SunGard HTE for permitting software and includes the following permits: ID Name Description Encroachment Verification of encroachments that may impact sewer Verification utilities 2 Service Application Application for service (i.e.: Septic to Sewer or brand-new connection) 3 Environmental Verification of compliance with discharges into the Compliance sewer system Enforcement 4 Sewer Alteration Alteration to a sewer connection 5 Sewer Repair Repairing an existing sewer connection 6 New Residential Construction of a new home and sewer connection Connection 7 Non -Residential Construction of a new non-residential sewer Connection connection 8 Mixed Use Permit Construction changes to a sewer connection or building involving a mixed -use building 9 Mainline Permit Extending or adding to an existing mainline and September 20, 2023 REEP Committee Meeting Agenda Packet - Page 10 of 13 Page 2 of 2 Currently, staff is testing the software and will begin training staff at the end of September for a month to Go -Live on November 1 st. The plan is to cut over to the new software and work out any glitches prior to opening the online public portal scheduled for early 2024. Staff want to be fully trained and confident with the software before considering the public launch of the online platform.
