Items for Committee Recommendation to Board a. Review draft Position Paper to award a construction contract in the of $2,342,000 to JMB Construction, Inc., the lowest responsive and responsible bidder for the Martinez Urgent Force Main Replacement, District Project 100066; include bid alternates for temporary repairs; authorize the General Manager to amend an existing agreement with Carollo Engineers, Inc. for $300,000 to include engineering services; transfer $3,500,000 million from the Collection System Sewer Renovation, Phase 2 to fund the Project and find the Project is exempt from the California Environmental Quality Act (CEQA) Mr. Gellerman provided an overview of the presentation included in the agenda materials. Mr. Gellerman showed the aerial view of each force main located along Marina Vista Avenue in Martinez and along Union Pacific Railroad (UPRR) right-of-way. Staff received notification of a small leak at one of the force mains on the UPRR right-of-way. Staff determined the force main was in various stages of corrosion especially the last 200 feet. Mr. Bailey asked if access to the area was problematic. Staff responded that access is very limited in the areas of the refinery and UPRR, and both require prior notification. Chair Pilecki asked why the access vault was placed in 2021. Mr. Gellerman stated the original intent was to provide access to the force mains for CCTV and rehabilitation. Mr. Gellerman informed the Committee that the new pipeline design will include replacement of the last 650 feet of both force mains with fusible Polyvinyl Chloride (PVC) and steel casing for the aerial span. Chair Pilecki asked why staff was proposing to use PVC as opposed to High -density Polyethylene (HDPE). Mr. Gellerman stated there are existing supports on the aerial portion of the force mains where staff will be adding a steel casing on the 24-inch outside diameter (OD) of the pipeline. The intent is to keep the inside diameter the same so the fusible PVC carrier pipe will fit through that casing, but also so the flow capacity is not restricted or reduced. Further discussion ensued. September 7, 2023 Regular Board Meeting Agenda Packet - Page 147 of 160 Page 4 of 5 Engineering & Operations Committee Minutes (Special) August 21, 2023 Page 3 Chair Pilecki recommended letting the other Board Members know that there are a number of potential issues out there and more work will need to be done. Mr. Norby asked if there were any existing air valves in the area of the aerial crossings. Mr. Gellerman said no, but staff thinks leaking valves at the pump station is allowing air to get into those lines when not in operation. To clarify, Mr. Norby stated he was referring to any local high points that have air relief valves. Mr. Gellerman stated there are no local high points that require air relief valves. A discussion ensued. Mr. Norby updated the Committee saying staff is currently working toward a new process to accelerate inspections and complete condition assessments of the District's force mains. Additionally, field locations are currently be validated on all air valves the District currently has and staff will be beginning condition assessments on those as well. Member McGill asked if the force mains can be relocated. Mr. Lopez responded saying this issue has been reviewed in the past and it was determined that relocating was possible, however significantly more costly and would still result in being near the refinery's pipelines. In response to Member McGill's question about the backfill, Mr. Gellerman stated that a controlled low strength mortar (CLSM) will be installed around the pipe bedding to provide some protection. In the shallow areas a concrete cap will be installed to prevent digging. Chair Pilecki asked if staff reviewed the geotechnical reports to make sure there was no bay mud underneath. Mr. Gellerman responded that staff has not finalized the geotechnical reports or impacts but plans to prior to installing the new pipelines. The design might require light weight fill if Bay mud is found. Member McGill asked staff to explain what the bid incentive was for and recommended including more information in the Position Paper. Mr. Lopez said it was a cost reduction incentive. After further discussion, and with input received from the contractor, it's very unlikely that the incentive will be used and will be removed from the position paper. In response to Member McGill's inquiry about the additive bid item, Mr. Gellerman stated it was for temporary piping on the aerial crossing which is a possible option and would be sturdier than a carbon fiber wrap repair. Mr. Norby asked if staff was able to video downstream to this area from the access vault. Mr. Gellerman stated that staff has only CCTV'd between the access vault and the junction structure which is where the September 7, 2023 Regular Board Meeting Agenda Packet - Page 148 of 160 Page 5 of 5 Engineering & Operations Committee Minutes (Special) August 21, 2023 Page 4 pipe is being replaced. However, staff is planning to check both force mains downstream from the access vault and perform a condition assessment in the future. The pipeline that has not been CCTV'd is usually filled with sewage and is highly unlikely to have internal corrosion. Chair Pilecki asked if staff has considered putting a spot liner on the inside areas identified as weak spots. Mr. Lopez stated this was considered and staff reached out to contractors to discuss lining options. The corrosion found is more than a spot repair and would require lining all the aerial piping, which has major challenges due to the many existing pipe bends. Staff believes this may still be an option as a temporary measure to be determined. Chair Pilecki strongly encouraged staff to find a consultant inspector that has refinery experience. Chair Pilecki also recommended that staff to include more information about the status of the final design and additional efforts that may occur to finalize permits, and other project complications that will need to be resolved for the permanent fix. Thus, everyone agreed to carry a 25 percent contingency for the project. COMMITTEE ACTION: Recommended Board approval. 4. Announcements None. 5.
