ISSUE
The Board of Directors (Board) must consider the award of the contract or reject bids within 50 days of the
bid opening.
BACKGROUND
The Environmental Laboratory building (Lab) is located within the Martinez campus and is a critical and
specialty facility used every day by staff for permitting, regulatory compliance, and process control. From
December 2022 to March of 2023, the Lab roof replacement and building seismic upgrades were
completed under the Laboratory Roof and Seismic Upgrades Project. While the floor was identified as
requiring replacement due to poor condition caused by a deficient moisture barrier, the roofing and seismic
upgrades were completed first to keep the Lab operational during construction, minimize impact on staff,
and protect high value and sensitive equipment.

The Laboratory Floor Replacement, District Project 100008 (Project) will replace the original flooring built
in the early 2000's with an upgraded moisture system to prevent delamination from the
concrete subsurface. Attachment 1 shows the project location. The Lab is not expected to be closed
during the replacement work.
Calpo, Hom and Dong Architects, Inc. (CH&D) prepared the plans and specifications for the Project. The
Engineer's estimate for construction is $250,000. This Project was advertised on June 26 and July 1,
2023. Three bids ranging from $246,800 to $275,700 were received and publicly opened on July 21,
2023. The Capital Projects Division conducted a technical and commercial review of the bids and
determined that SDM Construction is the lowest responsive and responsible bidder. A summary of bids
received is shown in Attachment 2.
Central San will administer the construction contract and provide construction management, administration,
and submittal review. CH&D will provide technical assistance on an as -needed basis. Upon award, the
General Manager will execute the Contract Documents subject to submittal requirements.
CEQA
Staff has concluded that this Project is exempt from CEQA under Central San CEQA Guidelines Section
15302 because it involves replacement of existing facilities at substantially the same locations and with the
same purpose and level of activity as the facilities being replaced. Approval of this Project will establish the
Board's independent finding that this Project is exempt from CEQA.
ALTERNATIVES/CONSIDERATIONS
An alternative would be to reject all bids. This is not recommended as the reflooring plans have been
designed to allow the Lab to remain operational throughout construction and the existing system is
deficient. In time, the flooring could be a safety or tripping hazard as it continues to delaminate.
FINANCIAL IMPACTS
The total estimated project cost is $389,000 including design, bid price, contingency, construction
management, consultant costs, equipment purchase, workspace modifications as detailed in Attachment
3.
The replacement work is included in the Central San's Fiscal Year 2023-24 Budget, shown on page 257,
with a total budget of $1,450,000. To date $1,296,000 has been spent to complete the roof replacement
and building seismic upgrades. As part of the Project, Central San will purchase replacement laboratory
equipment at the end of its useful life ($50,000). The equipment includes 4 high purity water filtration units,
2 small pumps, 1 incubator, and 1 Digiprep Digestor. This equipment will also help with coordinating the
impacts of the proposed floor work. Furthermore, the Project will pay for conversion of a copy machine
area into two new office spaces using Central San's furniture vendor. Since these project costs will be
included, a total of $1,685,000 will be needed to complete the entire scope for the Lab. A balance of
$235,000 is required to fund the Project and will be transferred under the General Manager's delegated
authority ($500,000 maximum) in the Capital Improvement Program for individual project budgets. The
transfer will be from the Capital Improvement Budget Contingency account which has adequate funds.
COMMITTEE RECOMMENDATION
The Engineering and Operations Committee reviewed this matter at its August 14, 2023 meeting and
recommended Board approval.

RECOMMENDED BOARD ACTION
Staff recommends the following:
1. Find that the Project is exempt from CEQA; and
2. Award a construction contract in the amount of $246,800 to SDM Construction, the lowest
responsive and responsible bidder, for the construction of the Laboratory Floor Replacement,
District Project 100008.
