General Manager Written Announcements
OUT OF STATE TRAVEL
1) Staff to travel to Tacoma, Washington to attend the 2023 Green
Transportation Summit and Expo (GTSE) and Great Western Carbon
Conference.
The Green Transportation Summit & Expo is an event that encourages collaboration and
innovation through networking, information sessions, and workshops. Attendees will be
provided with access to resources and more opportunities to connect with thought leaders
in the advancement of green transportation.
Regulatory Compliance Senior Engineer Rita Cheng and Resource Recovery Program
Manager Melody LaBella will attend the conference August 22-24, 2023.
The conference cost is included in the FY 2023-24 budget for Training/Conferences.
ENERGY CONSUMPTION
2) Second Quarter Update on Central San's Energy Usage
Central San actively tracks greenhouse (GHG) emissions to optimize the use of energy at its
facilities in the most cost-effective and environmentally responsible manner. The attached
energy dashboard, labeled Attachment 2, contains a breakdown of Central San's energy
usage for the month of June 2023 along with a comparison of the energy used during the
second quarter of the calendar year. The chart shows the cost breakdown of Pacific Gas
and Electric (PG&E) and Marin Clean Energy (MCE) electricity.
PROJECT UPDATES
3) Project Bidding of Martinez Urgent Force Main Replacement, District Prosect
100066
The Martinez Urgent Force Main Replacement, District Project 100066, will replace
approximately 1,400 linear feet (LF) of 20 -inch sewage force mains, including aerial
crossings and connections to existing structures in Martinez, CA adjacent to the Union
Pacific Railroad and within the Martinez Refining Company's property (formerly Shell).

Due to the complexity of the project, Staff issued a Request for Statements of Pre -
Qualifications and five (5) contractors have been approved to perform the urgent work.
This Project was advertised on August 2 and August 9, and the bid opening is scheduled
on August 16, 2023. The Engineer's estimate for construction is $2.5 million. More
information will be presented when the Board is asked to consider the award of the
construction contract on September 7, 2023.
