1) Human Resources Report
Attachment 2 provides the Human Resources report covering personnel actions

2) General Manager Roger S. Bailey's Attendance at the NACWA Utility
Leadership Conference in Louisville, Kentucky from July 10-14, 2023
The National Association of Clean Water Agencies (NACWA) was held at the Omni Hotel
in Louisville, Kentucky from July 10 through July 14, 2023. This conference brings
together utility leaders from all over the United States. Mr. Bailey is a Board member of
NACWA and attended their Board meeting on Thursday, July 13tH
Mr. Bailey participated in many roundtable sessions and breakout sessions, along with
other group meetings. He had the opportunity to engage with fellow clean water leaders,
regulators, and stakeholders, and exchange ideas. He was able to explore with others
relevant topics essential to guiding Central San through future challenges and
opportunities. Moreover, he was able to listen in on innovative programs and best
practices. More importantly, with historic funding on the table, he was able to chime in on
ideas on what the funding would be useful for and assist in presenting further ideas on
shaping the future of clean water.
Environmental and Regulatory Compliance Division Manager Lori Schectel also attended
the conference.
The conference cost is included in the FY 2023-24 budget for Training/Conferences.
PROJECT UPDATES
3) Solar Project Update
Central San's solar vendor, REC Solar, has informed staff that they will begin construction
of our solar project on the Lagiss Property. A postcard has been mailed to the nearby
Blum Road neighborhood to notify the local residents of the start of the project. Central
San executed a 25 -year power purchase agreement (PPA) with REC Solar in November
2020 for a 1.75 -megawatt solar array, which will offset average grid purchases across

Central San's operation. Construction of the solar project has been delayed due to the
need to conduct Burrowing Owl biological surveys and, more recently, due to the need to
coordinate with Kinder Morgan and PG&E for the crossing of their respective pipelines
and easements on the Lagiss Property. No Burrowing Owls were discovered during the
biological surveys, so the project may proceed without need for investing in a
conservation mitigation bank. Barring any other delays, the project is anticipated to be
completed and operational by the end of the calendar year. Over the PPA term, Central
San will save approximately $6M in power costs.

4) General Manager Authorized Contracts, Agreements, Etc. — Second Quarter
2023
The Board delegated various authorities to the General Manager via Board Policy
No. BP 037 — Delegation of Authority to General Manager, including the authority to
enter into certain agreements and contracts on behalf of the District. Additionally, the
Board requested an announcement when construction projects have been accepted,
which occurs when the Notice of Completion is recorded with the County Recorder's
Office. The Board also requested notification of certain legal claim settlements.
