Call Meetina to Order Chair Pilecki called the meeting to order at 9:00 a.m. 2. Public Comments US= Real Estate, Environmental & Planning Committee Minutes June 21, 2023 Page 2 3. Items for Committee Recommendation to Board a. Review draft Position Paper to adopt Resolution No. 2023-_ to (1) approve two Quitclaim Deed -Easements for properties located at 1500 Homestead Avenue and 100 Royal View Drive in Walnut Creek; and (2) authorizing staff to record the documents with the Contra Costa County Clerk -Recorder's Office Ms. Lawson provided an overview of the draft Position Paper included in the agenda materials. She advised the Committee that Central San's sewer pipe was not included in the original recorded easement and that it was recently discovered when renovation projects were being done in the area, so quitclaim deed easements are being done to correct the issue. Both homeowners are agreeable to doing an easement exchange that will shift the easement to where the pipe is located on the properties. In response to Member Wedington's inquiry about the new easement for the location of the pipes, Ms. Lawson explained that staff has been granted the authority to accept easements without Board approval, but quitclaims giving up the rights and recording the documents, still require Board approval. COMMITTEE ACTION: Recommended Board approval. b. Review draft Position Paper to adopt Resolution No. 2023 —authorizing (1) execution of a Quitclaim Deed for 0 Paso Nogal in Pleasant Hill; and (2) Recording of the Deed with the Contra Costa County Clerk -Recorder's Office Ms. Lawson reviewed the draft Position Paper included in the agenda materials. She stated that there was an easement recorded on the property, but staff has determined that most of the easement is not needed because the properties have been developed, and no sewer pipes will be added in that location in the future. However, there is a manhole in the corner of the backyard and the homeowner has agreed to an easement exchange and to record a new grant of easement around the manhole. Central San will quitclaim the public sanitary sewer easement. Member Pilecki requested staff add some history on future Position Papers regarding staff being given the authority to accept easements and when that approval occurred. Other Aaenda Items a.* Receive the update on the Zone1 Recycled Water Quarterly Self -Monitoring Site Inspection Program Ms. Gemmell provided an overview and history of the Zone 1 Recycled Water Self -Monitoring Site Inspection Program and provided a revised presentation for discussion. (attached) Ms. Gemmell discussed the Zone 1 Distribution System with Zone 1 having 56 metered sites with customers using approximately 200 million gallons a year. In response to Chair Pilecki's inquiry about the types of customers using the recycled water, Ms. Gemmell stated the biggest customers are golf courses, but have recently been seeing some smaller commercial customers and residential apartment complexes. Mr. Foss stated that most of the recycled water customers are using it for landscape irrigation. Member Wedington asked what the commercial truck customers are using the recycled water for. Mr. Foss stated it was mostly being used for dust control on construction sites and irrigation. Mr. Foss continued the presentation providing an overview of the Self - Monitoring Site Inspection Program and the current State regulations. Before implementing, Mr. Foss stated that staff reviewed what other agencies were doing to implement these new requirements and conducted outreach to the community to assist customers in a smooth transition. Staff notifies customers at the end of each quarter with instructions for completing the report and follows up with an email and/or phone call as needed to achieve 100% response. If a customer is non-responsive, or when a corrective action is triggered by the self-monitoring report, site visits are conducted. In addition, Central San's Collection System Operations (CSO) division still does the yearly inspections. COMMITTEE ACTION: Received the update. b. Receive the update on Central San's Recycled Water Memorandum of Understanding with East Bay Municipal Utility District (EBMUD) Ms. LaBella reviewed the memorandum included in the agenda packet. Receive an update on the most recent meeting of the Bay Area Clean Water Agencies (BACWA) Ms. Schectel provided a verbal update on the most recent BACWA meeting. The BACWA Air District workgroup met on June 12, 2023. The Air District has a new Executive Officer and BACWA will be engaged with them to ensure they are up to date on the important issues. Per -and PolVfluorinated Substances (PFAS): Staff will be giving a more comprehensive presentation later in the year when all of the information on the Phase 2 study is completed, providing a more complete picture. More data has been received for the Phase 2 Sewer Shed Study and reviewed by the San Francisco Estuary Institute scientists finding the highest concentration of PFAS were coming from industrial sources throughout the Bay such as industrial laundries and paper processors. In response to Chair Pilecki regarding how many industrial laundries and/or paper processors are in Central San's service area, Ms. Schectel stated there was one large industrial laundry site and no paper processors within Central San's service area. Nutrients: A key discussion that came out of the Nutrient Management Strategy Team meeting was related to the recycled water study and the nature -based solution study under the current water shed permit require completion for all agencies on July 1, 2023. These evaluations help communicate to the Regional Water Board what the opportunities, challenges and the potential scale of nutrient reductions are. Chair Pilecki requested an update on the Nutrient findings at a future Committee meeting. COMMITTEE ACTION: Received the update. 5. Announcements Ms. Young reminded the Committee of the Special Board meeting at 1.30 p.m. today. 6. Suggestions for future agenda items a.
