BAILEY, GENERAL MANAGER SUBJECT: PROVIDE VOTING DIRECTION TO PRESIDENT HOCKETTTHE DISTRICT'S REPRESENTATIVE AND VOTING DELEGATE FOR THE CONTRA COSTA CHAPTER OF THE CALIFORNIA SPECIAL DISTRICTS ASSOCIATION (CSDA), ON HOW TO VOTE AT THE UPCOMING CSDA ELECTION FOR A REPRESENTATIVE FOR THE BAYAREA NETWORK, SEAT C The California Special Districts Association (CSDA) is requesting that Central San vote for one representative to the CSDA Board of Directors for the Bay Area Network (Region 3). The representative for Seat C will serve the full three-year term ending December 31, 2026. The following candidates are running: • Mathew Fuzie, General Manager, Livermore Area Recreation and Park District • Jose Manuel Quintana, General Manager, Esparto Community Services District • Antonio Martinez, Director, Contra Costa Water District • Frank Pagliaro, Director, Peninsula Health Care District • Cheryl Sudduth, Director, West County Wastewater • Garrett Toy, General Manager, Tamalpais Community Services District Candidate statements are attached for all. Per CSDA Bylaws, the candidate with the highest number of votes will assume the full term (Seat C). Central San is requested to vote for one candidate via internet ballot no later than July 14, 2023. As the Board representative of the Contra Costa Chapter of the CSDA, I am strongly recommending that the District votes be cast for Antonio Martinez. LARPD Board of Directors believes that we should be very involved with our member organizations. With 37 years in State and Local Government, I believe that I have developed a body of knowledge that allows me to be very helpful and effective. I have been General Manager of LARPD since 2018. 1 started out in Parks and Recreation in high school and have held positions at every level ending my 33 years with California State Parks in 2018 as a Governor's Appointee; Deputy Director of California State Parks. Since 2020, 1 have been on the Board of Contra Costa Water District representing Division 4. Currently I am the Board Vice President. I have 32 years of experience working for one of the largest public water agencies in the country, EBMUD. In addition to my experience managing maintenance and construction for EBMUDs water distribution system, I have been a member of the American Water Works Association (AWWA) since 2008. 1 have attended conferences around the country where I provided leadership training and presentations on testing new pipe materials for potable water systems. Page 8 of 13 My platform is based on protecting our environment while ensuring our community has equal access to essential services. Environmental stewardship, water quality, recycled water, workforce development, overall infrastructure improvement, and my own post-retirement participation in community service are areas that I aim to focus on. CSDA provides education on the importance of public services and legislative advocacyfor special districts related to regulations and mandates. I believe my work experience, ability to work collaboratively, and desire to serve will be an asset to CSDA. List civic organization involvement: Ross Valley Rotary (no longer member) July 6, 2023 Regular Board Meeting Agenda Packet - Page 142 of 151 Page 13 of 13 I am currently the General Manager for the Tamalpais Community Services District (TCSD) which is in Tam Valley in Marin County. TCSD provides wastewater collection, solid waste collection, and parks and recreation services to approximately 8,000 residents and dozens of commercial businesses. In my brief tenure as General Manager, I have learned that while some services and practices of a special district are quite different from a municipality, there are many practices and policies that transfer well from a city/town to a special district. I have over 35 years of local government experience working for various sized communities such as the County of Marin, Stockton, Fairfield, Morgan Hill, and Fairfax. My senior management experience includes over 9 years as town/city manager and 13 years as a department head. As the Fairfax Town Manager, I interacted with several special districts and JPA's for water, fire, and sanitation. I have previously served on numerous JPAs such as Zero Waste Marin and Local Agency Workers' Compensation Excess Joint Powers Authority. I appreciate and recognize the value of collaborating and sharing perspectives in effort to address the concerns and needs of other agencies. Specifically, I believe with my local government knowledge and experiences, I can offer different perspectives on issues and services to the CSDA board and membership. One of the areas I would work on is to help CSDA create more -valued services for its membership that is low-cost to provide, but perhaps of significant benefit to its members. For example, TCSD is a solid waste hauler (i.e., does not have a franchise agreement with a private hauler) and it would be helpful if CSDA could help to connect similar special districts so we can better share experiences and seek advice from one another on issues of common interest.
