Organizational Capability:
Three Levels
1. Compliance
2. Readiness
3. Resilience
17
1. Compliance
An organization meets the criteria to
request federal and/or state disaster
recovery funds:
CCCSD has an Emergency mow
Operations Plan (EOP) that
complies with SEMS/NIMS
CCCSD conducts at least one EOC
activation exercise per year
I

a
2. Readiness
Organization personnel are sufficiently trained
and equipped to respond to most kinds of
emergencies.
Organization has invested time, resources in
planning and preparedness efforts, including:
Providing ongoing training and exercises
Assessing broader universe of risks and
implementing preventive measures
Linking Emergency Operation Plan with
Continuity, Mitigation etc.
Coordinating with other jurisdictions etc.
19
3. Resilience
FEMA defines as `the capacity of
people, organizations or systems to
adapt to changing conditions and
withstand and rapidly recover from
disruption due to emergencies'
Organization maintains essential
functions while responding to a
disaster — continuity and emergency
response efforts happen
concurrently..
