SUBJECT: RECEIVE UPDATE ON CENTRAL SAN'S RECYCLED WATER
MEMORANDUM OF UNDERSTANDING WITH EAST BAY MUNICIPAL
UTILITYDISTRICT
In October 2022, Central San and East Bay Municipal Utility District (EBMUD) executed a Memorandum
of Understanding (MOU) to evaluate the feasibility of a variety of potable and non -potable recycled water
projects between the two agencies. The MOU called for the completion of a Work Plan, within 60 days of
execution, that defined the tasks, roles and responsibilities, and schedule that would govern the feasibility
evaluation. Staff at EBMUD drafted the Work Plan and Central San staff reviewed and provided feedback,
resulting in its completion in December 2022. The MOU and Work Plan established that EBMUD staff
would be leading and managing this effort.
In February 2023, EBMUD staff prepared and issued a Request for Proposals to procure a consultant to
assist with the completion of their tasks in the Work Plan. I n March 2023, a consulting team comprised of
Woodard & Curran (W&C), HDR and Trussell Technologies was selected. EBMUD staff sought their
Board's approval and completed contracting in April 2023. W&C scheduled and conducted a kick-off
meeting with staff from Central San, EBMUD and the consultant team on May 1, 2023. On May 16, 2023,
W&C issued a data request to EBMUD to support the feasibility evaluation, which included elements for
both EBMUD and Central San. Staff has supplied the requested data and a coordination meeting will be
scheduled soon to discuss how Central San and EBMUD could potentially collaborate financially on an
advanced recycled water project that would leverage Central San's investment in future upgrades to
address anticipated nitrogen discharge regulations. This information was previously evaluated and
prepared as part of Central San's effort to evaluate the feasibility of the Refinery Recycled Water
Exchange Project with Contra Costa Water District and Valley Water.
The schedule for the overall feasibility evaluation with EBMUD continues to be ambitious with a targeted
completion of September 2023. The information that results from this evaluation will be incorporated into
EBMUD's update of their overall Recycled Water Strategic Plan currently in progress.
